Amendment / Modification

• This amendment incorporates a site visit for the solicitation and extends the deadline for receipt of quotes.

• A site visit is scheduled for Tuesday, January 20, 2026, at 11:00 AM (CST) at the John L. McClellan Memorial Hospital, located at 4300 West 7th Street, Boiler Plant Room GD-129, Little Rock, AR 72205. • The deadline for receipt of quotes has been extended from January 23, 2026, to January 27, 2026, at 8:00 AM CST.

• The hour and date specified for receipt of offers (Section 11).

• The proposal submission deadline is extended to January 27, 2026, at 8:00 AM CST.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items for Boiler Safety Device Testing/Inspection Services for the Department of Veterans Affairs, Central Arkansas Veterans Healthcare System. The services are required at the Eugene J. Towbin Healthcare Center in North Little Rock, AR, and the John L. McClellan Memorial Veterans Hospital in Little Rock, AR.

• Semi-annual inspection and testing of safety devices on six (6) high-pressure (over 15 psig) steam boilers.

• Semi-annual burner and instrument inspection, testing, and calibration.

• Testing and calibration of all safety devices on two Deaerator tanks and two Condensate tanks.

• Services must comply with VHA Boiler Plant Safety Device Testing Manual, manufacturer specifications, and NFPA 85 Boiler and Combustion Systems Hazard Code.

• Technicians must possess adequate experience, training, and licensing.

• Contractor must provide all labor, materials, and equipment.

• Proof of current calibration for all gauging and measurement equipment is required.

• Contract Type: Firm-Fixed-Price.

• Period of Performance: 5 years (Base Period + four Option Years).

• Base Period: February 1, 2026 - January 31, 2027.

• Option Periods: February 1, 2027 - January 31, 2031.

• Quotes due: January 23, 2026, by 8:00 AM Central Time.

• Evaluation Factors: Technical Capability, Past Performance, and Price. Technical and Past Performance combined are more important than Price.

• Total set-aside for Small Businesses (SBs).

• NAICS Code: 238220 (Plumbing, Heating, and Air-Conditioning Contractors) with a size standard of $19M.

• The solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular FAC 2025-06.

• Past performance references must be recent (within 5 years) and relevant.

• Offerors must provide OEM authorization to service, sell, and distribute products.
