Services must adhere to the most current, 7th Edition of the VHA Boiler Plant Safety Device Testing Manual, manufacturer specifications, and NFPA 85.

Eligibility & Evaluation
Offerors must be Total Small Businesses under NAICS 238220. Personnel performing testing must have at least one year of trade school and five years of successful experience in institutional and industrial boiler plants. Proof of current calibration for all gauging and measurement equipment is required. OEM authorization letters are not mandatory but will be accepted. Evaluation will consider Technical Capability, Past Performance, and Price, with Technical and Past Performance combined being more important than Price. Proposals must be submitted in three volumes: Technical, Past Performance, and Pricing.
