Quick Summary
The Department of Veterans Affairs (VA), specifically the Phoenix Veteran Affairs Healthcare System, is soliciting proposals for a Firm Fixed-Price contract for the Heat Exchanger Bundle Replacement Upgrade. This project aims to replace an aging and inefficient heat exchanger system to ensure reliable heating performance and improve energy efficiency. This opportunity is a Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Proposals are due by April 20, 2026, at 1:00 PM MST.
Scope of Work
The project involves the comprehensive replacement of an existing heat exchanger bundle. Key tasks include:
- Shutting down and draining the current system.
- Removing and disposing of the old heat exchanger and associated piping/insulation.
- Supplying and installing a new Spirax Sarco plate and frame heat exchanger (model AEH-6E-PT-DHW-PN) or an equivalent system that meets existing unit specifications.
- Replacing any worn-out or damaged copper lines, piping, and fittings within a 5-foot radius of the old unit.
- Insulating new piping.
- Performing system testing and commissioning, including startup assistance and leak testing.
- Conducting all work during after-hours shutdowns to minimize disruption to the facility.
- Providing a manufacturer's warranty for new equipment and training for VA Medical Center personnel. Responses to vendor questions clarified requirements for a full-time on-site superintendent, a dedicated Site Safety and Health Officer (SSHO), a Quality Control Manager (QCM), procedures for equipment cool-down, commissioning, and considerations for temporary utility redirection and phased installation.
