Statement of Work (SOW) / Performance Work Statement (PWS)

To provide annual inspection, cleaning, and preventive maintenance services for three Cleaver-Brooks boilers, a deaerator tank, condensate storage tank, and associated boiler plant equipment at the Bay Pines VA Healthcare System.

• Perform annual inspection, cleaning, and maintenance on specified boiler plant equipment.

• Comply with VHA Directive 1810, VHA Boiler and Associated Plant Safety Device Testing Manual (8th Edition, 2024), NBIC, NFPA 85, and manufacturer recommendations.

• Service one boiler per month during summer months, ensuring only one boiler is out of service at a time.

• Notify COR and Energy Center Supervisor at least two weeks prior to arrival.

• Specific tasks include: LOTO procedures, draining and cooling boilers, inspecting watersides and firesides, cleaning tubes, inspecting burner assemblies and controls, replacing gauge glass and gaskets, and inspecting safety devices and interlocks.

• Inspect deaerator tank (including annual NDT ultrasonic thickness test) and condensate tank.

• Replace all boiler plant gauges annually.

• Maintain capability for chemical cleaning (acid cleaning) upon COR authorization.

• Submit written reports within three days after each inspection.

• All work must comply with specified VHA directives, manuals, codes, and manufacturer recommendations.

• Safety devices and interlocks must be inspected; replacement only if deficient, non-compliant, or at end of service life, with COR approval.

• Boilers must be returned to hot standby with no alarms.

• Written reports are required within three days of inspection.

• Services to be performed annually, with one boiler serviced per month during summer months.

• Work hours are 8:00 AM–4:30 PM, Monday–Friday, excluding federal holidays.

• Location: Bay Pines VA Healthcare System boiler plant.

• Contractor technicians must have a minimum of five years of experience, a Florida Mechanical Contractor License, a Florida PE License, and familiarity with VHA requirements.

• Contractor must comply with all VA and OSHA safety requirements.

• Contractor must adhere to strict records management obligations, including safeguarding Federal records and reporting any unauthorized disclosures or destruction of records.

• Contractor must obtain COR approval for any sub-contractors and protect sensitive information.

Sources Sought Notice

This notice is a market research survey to identify potential qualified sources capable of providing Boiler Inspection, Cleaning, and Maintenance services for the Bay Pines VA Healthcare System. The Department of Veterans Affairs (VA), Network Contracting Office 8 (NCO 8), is gathering information to determine the appropriate acquisition method for this requirement.

The potential requirement involves Boiler Inspection, Cleaning, and Maintenance services to be performed at the Bay Pines VA Healthcare System, 10000 Bay Pines Blvd, Bay Pines, FL 33744. The contract is anticipated to be a firm-fixed-price type with a base period and four one-year options.

Potential bidders must provide the following:

1. Company name, address, point of contact (POC), POC email, and POC phone number.
2. Unique Entity Identifier (UEI) number and CAGE code.
3. Business size status under NAICS code 238220.
4. Existing government contract numbers for similar scopes of work and their expiration dates.
5. The percentage of the total contract value that will be subcontracted.
