This solicitation is for the continuous supply of Critical Water (Reverse Osmosis and Deionized - RO/DI) for the Sterilizing Processing Services (SPS) and Laboratory (LAB) departments at the Minneapolis VA Health Care System (MVAHCS). The contractor will be responsible for providing all necessary tools, materials, equipment, and labor for servicing and maintaining the Critical Water Systems and performing applicable water/steam tests.

• Servicing and maintenance of Critical Water Systems in specific building areas (Bldg 70 Room BA101, Bldg 70 Room 3P127, Bldg 70 Room 4Q127, Bldg 49 Room 228A).

• Compliance with ANSI/AAMI ST 108:2023 or the most current regulation for all procedures, testing, and inspections.

• Removal and installation of 8 Carbon tanks and 8 Mixed Bed tanks (3.6 cubic feet capacity each) on the first business day of the base year, unless the contractor is the incumbent. These tanks are the property of the current contractor.

• Performance of various tests including System Inspection, RO Pre-Filter replacement, Endotoxin (LAL) Water Test, Critical Water Bacteria Water Test (HPC), Utility Water testing, Steam Condensate Testing, Vent Filter inspection/replacement, UV light servicing/replacement, and Endotoxin filter replacement.

• Critical water loop disinfection (Quarterly using Ozone Disinfection as primary means, chemical as secondary).

• Deliverables include Service Reports, Monthly Critical Water Test Results (within 7 calendar days), Quarterly Utility Water Test Results (within 7 calendar days), Steam Test Results (within 7 calendar days), and Water testing facilities Accreditation Certification.

• The contract period includes a Base period (03-15-2026 to 03-14-2027) and four Option periods.

• The NAICS code is 221310 (Water Supply and Irrigation Systems).

• The contract type is Firm-Fixed-Price.

• Responses to questions will be posted as an amendment.

• Evaluation will be based on Lowest Price Technically Acceptable (LPTA).

• Evaluation factors include Price, Technical Acceptability, and Past Performance (3 years).

• The acquisition is set aside for Small Business.

• The small business size standard is $41 Million.

• Offerors must be registered in the System for Award Management (SAM).

• Key personnel are considered essential; 30 days' notice is required for voluntary diversion or replacement.

• Contractors are responsible for maintaining a safe working environment and complying with security requirements, including background checks and PIV badges.
