Statement of Work (SOW) / Performance Work Statement (PWS)

To ensure the reliable operation of standby generators and Automatic Transfer Switches (ATS) at the Mid-South Consolidated Mail Outpatient Pharmacy (CMOP) in Murfreesboro, TN, by providing comprehensive maintenance, emergency services, and periodic inspections. This service is required to maintain compliance with VHA Directive 1028 and other relevant safety standards, as VA staff lack the necessary technical expertise and specialized equipment.

• Provide all resources, labor, parts, supplies, and equipment for maintenance, emergency services, and preventive maintenance inspections for two GENERAC generators (Models GTA 312 AI IB) and one GENERAC ATS (Model MTS160N-3KNNNNBN).

• Services include scheduled maintenance (Levels I, II, III), resistive load bank testing (annual and triennial), and emergency/unforeseen repairs up to $15,000 per year.

• Level I (Quarterly): Includes generator cold start tests, cool-down periods, ATS visual and safety inspections, and generator pre-startup/operation/shutdown checks.

• Level II (Annual): Includes Level I services plus generator alignment, bearing greasing, filter changes (air, oil, fuel), engine oil changes, and oil/fuel lab analysis (ASTM D445, D5185, D975, D7111, D2709).

• Level III (Annual): Includes Level I services plus cooling system drain, flush, refill with manufacturer-recommended antifreeze and conditioners.

• Resistive Load Bank Testing (Annual/Triennial): Includes static load testing at specified percentages of nameplate rating for defined durations.

• Emergency Services: Response within 1 business day for unforeseen repairs.

• Deliverables include electronic service reports detailing work performed, parts used, and equipment status, signed by a technician.

• Services to be performed during normal working hours (6:30 a.m. - 5:00 p.m., Monday-Friday), scheduled at least one week in advance with the COTR.

The contract will cover five years of preventive maintenance services, including:

• Level 1 Service (Quarterly inspections)

• Load Bank Testing (Triennial 4-hour static load in years 1 and 4; Annual 1.5-hour static load in years 2, 3, and 5)
