Scope of Work
The contractor will provide comprehensive fire alarm system services across the Brooklyn, Manhattan, and St. Albans Community Living Center (CLC) campuses. This includes:
- Maintenance & Repair: Ongoing maintenance, repair, and component replacement to ensure systems operate as specified.
- Inspections & Testing: Annual and semi-annual safety inspections and testing of all fire alarm components. Semi-annual inspections have been reduced to one per option period.
- System Upgrade: Upgrade the existing Edwards EST-3 fire alarm panel at the St. Albans CLC to the current Edwards EST version. Manhattan campus utilizes both Notifier and Simplex systems in different buildings.
- Monitoring: 24/7 continuous central monitoring for all three locations.
- Emergency Response: Defined on-site response times for emergency services.
- Labor & Parts: Provision of labor for repairs (regular, overtime, holiday hours) and necessary parts. As-built drawings for Manhattan and St. Albans will be provided to the successful offeror.
Key Requirements & Qualifications
Offerors must demonstrate that their technicians are factory-trained and certified for Notifier 2020 and Edwards EST-3 systems, holding certifications such as NICET Level 1-IV, NFPA 72, and OSHA 10/30-hour. Services must comply with all applicable Federal Codes (NFPA 70, 72, 90, 101; IBC; IFC; UL 268, 864; ADA) and VA standards.
