This is a combined synopsis/solicitation for commercial products and services for the installation of security cameras at the VA Loma Linda Healthcare System. The procurement is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside.

• Installation of interior security cameras and related equipment.

• Equipment includes: 1 Network Video Recorder (NVR), 7 total cameras (3 Axis P4705 Dual Lens, 4 Axis P3737 Quad Lens), associated mounting kits and cables.

• All equipment must be compatible with LenelS2 and Milestone Video Management Systems (VMS).

• Vendor must provide equipment, installation, termination, and programming.

• Vendor must provide Cat6 cable, conduit, pathway, and rough-in for devices.

• Vendor must provide a one-year warranty on new parts and labor.

• Specific items NOT covered by the vendor include: Patch, paint, wall repair, containment, IP addresses, POE switch, Patch Panel, 2nd/3rd shift, weekend, and holiday labor.

• All contract personnel must have completed an OSHA-approved 10-hour safety course; the supervisor must have a 30-hour course.

• Contract Type: Firm Fixed-Price.

• Period of Performance: 180 days from the date of award.

• Base Period: 06/15/2026 - 06/14/2027.

This is a Sources Sought Announcement for market research purposes only. It is not a solicitation or request for proposals. The Department of Veterans Affairs (VA) Loma Linda VA Health Care System (LLVAHCS) is seeking information on potential qualified Service-Disabled Veteran Owned Small Businesses (SDVOSBs), Veteran Owned Small Businesses (VOSBs), 8(a), HubZone, and other Small Businesses capable of providing security system camera upgrade and installation services.

The project involves upgrading and installing security system cameras at the LLVAHCS, located at 11201 Benton St., Loma Linda, CA 92357. The work includes:

• Installation of multiple interior cameras and related equipment.
• Providing and installing a Network Video Recorder (NVR).
• Supplying a total of seven (7) cameras, including specific Axis models (P4705 Dual Lens and P3737 Quad Lens).
• Providing necessary accessories such as pendant kits, ceiling mounts, shielded Cat6 cable, and POE switches.
• Ensuring all equipment is compatible with LenelS2 and Milestone Video Management Systems (VMS).
• Installation, termination, and programming of cameras.
• Coordination with the Office of Information Technology (OIT).
• Providing a one-year warranty on new parts and labor.

The contract duration is expected to be one hundred eighty (180) days from the date of award.

• Set-Aside Consideration: The VA is mandated to consider a total set-aside for Service-Disabled Veteran Owned Small Business (SDVOSB). If SDVOSB responses are inadequate, other set-aside options or full and open competition may be considered.
• Safety: All contract personnel must have completed an OSHA-approved 10-hour safety course. The supervisor requires a 30-hour course. A site-specific Safety Plan must be approved by the VA Safety Officer.
• Work Hours: Primarily 1st shift, Monday-Friday, excluding holidays. Some after-hours or weekend work may be required to avoid impacting healthcare operations.
