Quick Summary

The Department of Veterans Affairs (VA) is soliciting quotations for Security Camera Installation services at the Loma Linda VA Health Care System in Loma Linda, CA. This 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside opportunity requires the installation of seven interior security cameras and a Network Video Recorder (NVR). Quotes are due by June 3, 2026, at 10:00 AM Pacific Time.

Scope of Work

The contractor will be responsible for providing and installing seven (7) interior security cameras, specifically three (3) Axis P4705 Dual Lens and four (4) Axis P3737 Quad Lens models, along with one (1) Network Video Recorder (NVR) and seven (7) camera licenses. The installation includes all necessary cabling, conduit, pathway, and rough-in work, with new conduit installation required. All equipment must be compatible with the existing LenelS2 and Milestone Video Management Systems (VMS).

NVR specifications include H.264 compression, a 90-day continuous video retention period at 15 frames per second, and enterprise-level standards for seamless integration with Lenel and Milestone software. The system utilizes Milestone XProtect Expert VMS, requiring only device licenses per camera. All seven cameras are designated for the same Intermediate Distribution Frame (IDF) location, with estimated cable runs of 200 linear feet per camera.

The contractor is responsible for equipment, installation, termination, and programming, and must provide a one-year warranty on new parts and labor. Items not covered by the vendor include patch, paint, wall repair, containment, IP addresses, patch panel, and any 2nd/3rd shift, weekend, or holiday labor.

  • Evaluation Factors: Award will be based on a comparative evaluation of Price and Past Performance, with Price being more important. Past performance will be assessed using CPARS and FAPIIS ratings. No discussions will be held; quotes should be comprehensive.

Key Clarifications

  • New POE switches are not required; interfacing with the security panel is restricted to the authorized security system vendor.
  • New conduit installation is required as existing pathways are not assumed to have sufficient capacity.
  • The IT Room will be accessible for NVR rack mounting, but connection to the security system firmware is restricted.
  • The Senior Physical Security Specialist will coordinate with OI&T for IP/MAC address allocation.
