Quick Summary

The Department of Veterans Affairs (VA), specifically the Central Arkansas Veterans Healthcare System (CAVHS), is soliciting quotes for a service agreement to provide full annual preventive maintenance and service for an Eppendorf epMotion 5075 automated liquid handling robot. This unrestricted opportunity supports the Pharmacogenomics Analysis Laboratory (PAL) in Little Rock, AR. Quotes are due by April 24, 2026, at 12:00 PM CT.

Scope of Work

The requirement is for a comprehensive annual preventive maintenance and service program, including parts, labor, and travel. The agreement also offers a 10% discount on additional services like IQ/OQ. Specific maintenance tasks involve cleaning, checking housing and accessories, evaluating stored data software updates, checking and calibrating various components (ejector tip, level sensor, carrier, barcode scanner, TMX module, UV light, CleanCap), and exchanging CAN bus cables/O-rings. Contractors will not have access to VA Desktop computers, and memory storage devices must remain under VA control if equipment is removed.

Contract Details

This will be a Firm-Fixed-Price contract with a base year (June 30, 2026, to June 29, 2027) and four (4) one-year option periods. The Product Service Code is J066 (Maintenance, Repair And Rebuilding Of Equipment: Instruments And Laboratory Equipment), and the NAICS Code is 811210.

Submission & Evaluation

Quotes must be submitted via email to angela.kennedy2@va.gov by April 24, 2026, at 12:00 PM CT. Evaluation factors include Technical capability, Past Performance, and Price. Technical capability and Past Performance are considered equal and significantly more important than price. The quote package must include a signed SF1449, Commercial Administration Data Sheet (Section B.1), technical capabilities demonstrating service approach and prior experience, a completed Attachment 1 (Past Performance References), and an OEM authorization letter. Bidders should also ensure Attachment 2 (Past Performance Questionnaire) is sent to their references.

Attachments

  • Attachment 1 (Past Performance References): A template for bidders to list up to three past performance references, including contract details, POC, dollar amount, and a brief description of services.
  • Attachment 2 (Past Performance Questionnaire): A form for evaluators to assess contractor performance on previous contracts, covering quality, timeliness, business relations, and management.
