Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for janitorial services for the USDA Forest Service (USFS) at the Avery Office and Engine Bay located in the St. Joe Ranger District, Idaho Panhandle National Forests. The government is procuring janitorial services for a potential 5-year period.

Services include janitorial tasks for two buildings: Bldg. #2025 Avery Office (3 levels) and Bldg. #2614 Engine Bay (1 level). Specific tasks include daily cleaning of fixtures, floors (vacuuming, steam cleaning carpets, buffing, stripping/waxing resilient floors), walls, waste containers, appliances, and furniture. Seasonal cleaning frequencies are specified for the Avery Office (peak months May-September, off-peak months October-April). The Engine Bay cleaning is primarily for May-September.

• Contract Type: Firm-Fixed-Price (FFP)

• Period of Performance: One (1) one-year base period and four (4) one-year option periods, not to exceed five (5) years total.

• Award: One award is anticipated.

• Quotations must be organized in a specific order: SF-1449, Amendments, Schedule of Items, Past Performance, Key Personnel, and Representations/Certifications.

• Vendors must be actively registered in the System for Award Management (SAM).

• Offerors are urged and expected to visit the project site.

• Offerors must submit pricing for all items on the Schedule of Items to be considered responsive.

• Evaluation will be based on criteria that result in the most advantageous offer to the Government (specific criteria not detailed in this section, but FAR 12.203 applies).

• Offerors agree to hold prices firm for 90 calendar days from the offer due date.

• Offer Due Date: May 7, 2026, 1:00 PM Pacific Time.

• Questions due: April 29, 2026, 1:00 PM Pacific Time.

• This acquisition is a 100% total small business set-aside.

• Applicable NAICS Code: 561720 - Janitorial Services.

• Small Business Size Standard: $22 Million.

• Government Furnished Property (GFP) includes electrical power, hot and cold water, garbage dumpster, and building access keys.

• Contractor is responsible for providing all supplies and equipment unless otherwise specified.
