Statement of Work (SOW) / Performance Work Statement (PWS)

To lease two (2) identical Class IV, Four Wheel Drive (4x4) Extended Large SUVs for executive vehicle use by AFOSI.

• Vehicle Provision: Provide two (2) identical Class IV, 4x4 Extended Large SUVs, specifically GMC Yukon Denali XL or Chevy Suburban High-Country trims (current year or one year older), in black exterior/interior.

• Vehicle Specifications: Vehicles must include specific seating configurations (heated/cooled front, heated 2nd row, power folding 3rd row), 22" wheels, 6.2L EcoTec3 V8 engine, 10-speed automatic transmission, magnetic ride control, and various safety/convenience features (e.g., rear vision camera, forward collision alert, enhanced driver package, security/theft protection package).

• Special Equipment Installation: Deliver vehicles with an aftermarket installed emergency lighting and warning system (360-degree visibility, smoked appearance) including a handheld controller, various LED lights (front grill, interior visor, rear window, running boards, under-mirror, license plate area), PA/siren speakers, and Link/Sync Modules.

• Ballistic Protection: Install Angel Armor, Ballistic Door Panels, Level IIIA on all four passenger doors.

• Maintenance & Support: Provide all routine and unscheduled maintenance, inspections, and repairs (including tires, batteries, oils) at no additional cost to the Government. Maintenance facilities must be within 20 miles of Washington, DC. Contractor is responsible for towing costs for inoperable vehicles due to mechanical failure. Provide operator manuals and troubleshooting guides. Remove any dealership emblems/logos.

• Administrative: Acquire and pay for District of Columbia tags/registration. Provide monthly invoices.

• Provide a replacement vehicle within 48 hours if repairs (maintenance or accident-related, where Contractor is liable) take longer than 48 hours: 100% compliance.

• Professional customer service relations: 100% compliance.

• Provide monthly invoices between the 1st and 5th of each month: 100% compliance.

• Vehicle usage limited to less than 15,000 miles driven per year.

• Repair vehicle malfunctions within five (5) working days of notification.

• Duration: One (1) base year, three (3) one-year option periods, and one (1) six-month optional extension.

• Delivery: No Later Than (NLT) 60 days from contract award date.

• Location: Vehicles to be picked up in Washington, DC upon termination or expiration. Maintenance facilities must be within 20 miles of Washington, DC.

• Compliance: Vehicles must comply with District of Columbia, USDOT, ICC Regulations, Federal Motor Vehicle Safety Standards, AFI 24-302, and Federal Vehicle Standards.

• Security: Contractor employees must conform to local, state, and federal security, traffic, and fire regulations. Contractor responsible for subcontractor actions on government property.

• Access Passes: Contractor to provide employee information (SSN, DOB, vehicle details, home address) for access passes NLT 5 business days prior to installation access. No security clearance required.

• Contact Information: Contractor to provide local/toll-free number, cell/pager for normal duty hours (0700-1545 M-F), and an emergency after-hours number.

• Government Responsibilities: Government will provide fuel, washing, parking, storage, tolls, and handle incidental (non-accident) damage. Government may install additional special equipment and upgraded suspension. Government is self-insured.

• Contractor Representative: Contractor must designate a representative with full authority for contract administration, fluent in English, to be the central point of contact.

This is a combined synopsis/solicitation for commercial items, issued as a Request for Quotation (RFQ) under solicitation number FA706026Q0004. The government intends to establish a Firm-Fixed Price (FFP) contract for vehicle lease services for AFOSI, to be fulfilled by a Small Business (SB). This announcement constitutes the only solicitation; no written solicitation will be issued.
