• Detailing and Finishing: Application of laser markings, painted textures, and vegetation to enhance realism. Features must be clearly identifiable and proportionate to the model's scale. No more than 5% of features may lack clarity or detail.
• Base Construction: Stable base for each quadrant allowing seamless connection, supporting the model securely without visible gaps or instability.
• Performance Standards:
  • Design and Construction: Accurate dimensions and proportions (100% compliance).
  • Material Selection: Durable and lightweight materials (100% compliance).
  • Detailing and Finishing: Clear and identifiable features, no more than 5% lack clarity (100% compliance).
  • Base Construction: Stable and seamless connection (100% compliance).
  • Shipping and Delivery: Model arrives undamaged (100% compliance).
• Period of Performance: Within six months of contract acceptance.
• Location of Work: Contractor's facility.
• Delivery: Shipped to the 673D Air Base Wing History Office at JBER, Alaska.

Solicitation / RFP / RFQ

This is a Request for Quote (RFQ) for the design, construction, and delivery of a custom 3D topographical diorama of Joint Base Elmendorf-Richardson (JBER), Alaska. The government is procuring a gameboard-style diorama.

• Custom 3D Diorama Gameboard of JBER: IAW attached Performance Work Statement (PWS).

• Shipping/Freight: FOB Destination to JBER, AK 99506.

• Delivery Schedule: Six (6) months After Date of Contract (ADC).

• Salient Characteristics: The model must meet minimum salient characteristics detailed in the attached PWS, including a 4-quadrant modular design, specific dimensions, and inclusion of man-made/landscape features.

• Contract Type: Firm-Fixed-Price purchase order.

• Submission Requirements: Quotes must be on company letterhead and include:

  • Total Firm-Fixed-Price for the diorama and shipping.
  • Company Name, Address, CAGE Code, and Unique Entity ID (UEI).
  • Confirmation of meeting Salient Characteristics.
  • Quote validity period (minimum 30 days requested).

• Basis for Award: Lowest-priced, technically acceptable (LPTA) offeror. Technical acceptability is based solely on meeting the salient characteristics.

• System for Award Management (SAM): Vendors must be actively registered in SAM.gov under NAICS code 339999 (All Other Miscellaneous Manufacturing) to be eligible for award.
