Quick Summary

The Department of the Air Force is soliciting quotes for the design, fabrication, and delivery of a custom 3D topographical diorama of Joint Base Elmendorf-Richardson (JBER), Alaska. This opportunity is a Total Small Business Set-Aside and will be awarded on a Lowest Price Technically Acceptable (LPTA) basis. Quotes are due Thursday, May 21, 2026, at 02:00 PM AKST.

Purpose & Scope

The requirement is for one (1) custom 3D topographical base map diorama of JBER, Alaska. The diorama must feature a 4-quadrant modular design, seamlessly connecting to form a complete 8x5 foot model. It will incorporate specific man-made and landscape features, including buildings, roads, airfields, and other significant elements, as detailed in the Salient Characteristics. The objective is to enhance situational awareness and facilitate operational planning. The acceptable scale for an 8x5 foot model is 1:2000. High detail on individual buildings is not critical; accurate location and general shape are sufficient. The diorama must be finished in full color.

Key Requirements

The model must be constructed from durable, lightweight materials such as high-density model foam or PLA with traditional modeling materials. Detailing will include laser markings, painted textures, and vegetation, ensuring features are clearly identifiable and proportionate. The base for each quadrant must be stable, allowing for seamless connection. The period of performance is within six (6) months After Date of Contract (ADC). Work is to be performed at the contractor's facility, with delivery to the 673D Air Base Wing History Office at JBER, Alaska.

Contract Details

This is a Request for Quote (RFQ) FA500026Q0029, issued by the DEPT OF THE AIR FORCE, 673 CONS LGC. The resulting contract will be a Firm-Fixed-Price purchase order. It is designated as a Total Small Business Set-Aside (FAR 19.5) under NAICS code 339999 (All Other Miscellaneous Manufacturing). The place of performance for delivery is EARECKSON AS, AK 99506.

Submission & Evaluation

Quotes must be submitted on company letterhead via email to marco.rocha_vacaflores@us.af.mil. Required submission elements include the total firm-fixed-price for CLIN 0001 (Diorama) and CLIN 0002 (Shipping/Freight), company information (Name, Address, CAGE Code, UEI), confirmation of meeting Salient Characteristics, and a quote validity period of at least 30 days. Technical questions were due by Tuesday, May 12, 2026, at 01:30 PM Alaska Time. Award will be made to the lowest-priced, technically acceptable offeror, with technical acceptability based solely on meeting the salient characteristics. Vendors must be actively registered in SAM.gov under the specified NAICS code.

Amendments & Clarifications

Amendment 0003 corrected a file upload error, providing a functional copy of Attachment 5a (JBER Diorama Boundaries). Amendment 0002 added Questions and Answers and updated the Salient Characteristics. Amendment 0001 extended the quote due date to May 21, 2026, and established the question submission cutoff. The Q&A document clarifies boundaries, required facilities (Attachment 5c), acceptable scale and detail, finishes, construction methods, and confirms that GIS/CAD files will be provided post-award. A site visit will be sponsored post-award.
