Scope of Work
The requirement is for comprehensive scheduled (50-hour, 100-hour, annual) and unscheduled maintenance, repairs, and inspections for various aircraft, including Cessna 172P, 172R, 172SP, 172RG, 182R, 185F, and Piper PA34-200T. Services ensure airworthiness and compliance with Federal Aviation Administration (FAA) regulations. Tasks include maintaining aircraft records, advising Aero Club employees, ensuring clean work areas, providing expertise to part-time staff, coordinating with the Aero Club Manager, daily status reporting, reviewing discrepancies, grounding unsafe aircraft, inspecting/repairing airframe/engine/avionics, external refinishing, inspecting new components, participating in functional flight checks, HAZMAT assistance, avionics database updates, emergency response, and coordinating regulatory inspections. Major repairs exceeding 100 labor hours may be outsourced.
Contract Details
This will result in multiple-award Firm Fixed Price (FFP) Blanket Purchase Agreements (BPAs). The period of performance is 5 years, commencing March 1, 2027, with annual or semi-annual renegotiation possible. Individual BPA call orders have a maximum limit of $25,000, and each BPA Master Dollar Limit is $100,000. This is a Total Small Business Set-Aside under NAICS code 488190 (Other Support Activities for Air Transportation, $40M size standard) and PSC J015 (MAINT/REPAIR/REBUILD OF EQUIPMENT- AIRCRAFT AND AIRFRAME STRUCTURAL COMPONENTS). Large Businesses may be considered if Small Businesses are unable to provide required services.
Submission & Evaluation
Proposals must be complete, self-sufficient, and submitted in two parts:
- Part 1 - Technical Acceptability: A narrative (maximum 2 pages) describing services as required by the Statement of Work (SOW). Certification documents do not count against the page limit. Contractors may bid on specific aircraft and inspections.
- Part 2 - Price: A completed Attachment 2 - Pricing Schedule and any additional pertinent information. Prices will be evaluated against local and industry costs for fairness and reasonableness. Award will be made to the Lowest Price Technically Acceptable (LPTA) offerors. Technical acceptability is defined as meeting all criteria in specifications, OEM Manuals, and FAA requirements.

Special Requirements
Contractors must hold an FAA mechanic certificate with Airframe and Powerplant (A&P) ratings and an FAA Inspection Authorization (IA). Required experience includes familiarity with 14 CFR part 43 and at least two years maintaining 100-series Cessna aircraft. Contractors must also carry liability coverage and maintain a calibrated tools program.
