Sources Sought Notice

This notice is issued by the Department of the Air Force, 502D Air Base Wing, Joint Base San Antonio, to collect market information regarding the procurement of temporary fencing for the Joint Base San Antonio Air Show Program 2026. The government is seeking to identify interested, capable, responsible, and qualified small business offerors. This is a voluntary notice and not a solicitation for proposals.

The requirement includes the provision of various types of temporary fencing, including:

• Approximately 10,000 ft. of 6ft high barrier type temporary event fencing.
• Approximately 260 ft. of 4ft high barrier type temporary event fencing.
• Approximately 460 ft. of 6 ft. high chain link type temporary event fencing.
• Approximately 2,800 ft. of 6 ft. temporary chain link type temporary fencing.
• Approximately 5,400 ft. of 4 ft. temporary barrier type with mesh/snowscreen.
• Approximately 1,500 ft. of 4 ft. temporary barrier type fence.
• Approximately 3,000 ft. of 6 ft. high chain link type temporary fencing.
• Delivery, Installation, Teardown, and Removal services.

The contractor shall provide all labor, transportation, materials, equipment, and personnel necessary for installation from 29 April 2026 to 03 May 2026, and removal on 03 May 2026. The fence must be secured to prevent movement, except for designated access points.

• Interested offerors are encouraged to submit questions and concerns no later than 11 February 2026, 11 am CST.

• A questionnaire is included for interested parties to complete.

• Responses are strictly voluntary and will be used for acquisition planning.

• No notification of results will be provided.

• The government is specifically seeking information from small businesses and requests identification of socio-economic concerns if applicable (8(a), HUBZone, SDVOSB, WOSB, SDB, Small Business).

• Attachment 1: SOW Fencing - DRAFT is referenced.

• Offerors should indicate if they offer items using GSA Schedule.

• Contractors are to include pictures of all items and indicate if items will be GSA or Open Market.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) details the requirements for the delivery and installation of temporary fencing for the 2026 Great Texas Air Show Program.

• Provide all labor, transportation, materials, equipment, and personnel for temporary fence delivery, installation, and removal.

• Install temporary fencing to prevent spectators from going around or outside designated areas, with exceptions for vehicle and aircraft movement.

• Secure fencing to prevent movement, except at designated vehicle access points.

• Specific fencing types and quantities required:

  • Approximately 10,000 ft. of 6ft high barrier type temporary event fencing (Spectator Parking Lot).
  • Approximately 260 ft. of 4ft high barrier type temporary event fencing (Air Boss Trailer).
  • Approximately 460 ft. of 6ft high chain link type temporary event fencing (West Air Traffic Control Tower).
  • Approximately 3,700 ft. of 4ft temporary barrier type fence (South Ramp).
  • Approximately 2,800 ft. of 6ft high chain link type temporary fencing (Taxiway Charlie).
  • Approximately 5,400 ft. of 4ft temporary barrier type with mesh/snowscreen (West Ramp).
  • Approximately 1,500 ft. of 4ft temporary barrier type fence (Bus Corral).
  • Approximately 3,000 ft. of 6ft high chain link type temporary fencing (AMMO buildings).

• Fencing must be secured to prevent spectators from opening, moving, or knocking down the fence.

• Designated break points for vehicles will be determined prior to installation.

• Contractor shall not permanently install any fencing into concrete.

• Secure fencing to prevent high winds from knocking it down.

• Period of Performance: 29 April 2026 to 04 May 2026.

• Place of Performance: Joint Base San Antonio Randolph Air Force Base, Texas.

• Installation begins: 29 April 2026 at 12:00 pm.

• Specific installation start times for various sections are detailed in Table 1.

• Airfield closes by 6:00 pm on Sunday, 03 May 2026.

• Break-down and removal of fencing begins immediately at 6:00 pm on Sunday, 03 May 2026.

• All contracted fencing must be removed no later than 6:00 pm on Monday, 04 May 2026.

• Tear-down and removal will occur in specified stages.

• Contractor shall coordinate delivery and installation with Mr. Hugo Mora (primary POC) and Mr. Beau Locke (alternate POC).

• Contractor shall provide a written plan for installation and break-down with estimated completion times.

• Contractor shall provide all employee names by 08 April 2026 for background checks.

• No labor personnel without prior verification will be allowed on the installation.

• Drivers of vehicles require Flightline training prior to the event.

• Contractor shall provide all necessary safety equipment.

• Contractor is responsible for injuries and medical treatment for hired labor.

• Government will conduct background checks/vetting for all contractors prior to installation access.

• Final completion times are non-negotiable due to airfield operations.
