Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for Exhaust Hood & Duct Cleaning services at Joint Base San Antonio (JBSA) locations: Fort Sam Houston, Camp Bullis, Randolph, Lackland, and Chapman Training Annex.

• Provide all personnel, equipment, tools, materials, and supervision for exhaust hood and duct cleaning.

• Services cover various facility types and exhaust hood system configurations.

• Cleaning must comply with National Fire Protection Association (NFPA) Code 96, Standard for Ventilation Control and Fire Protection of Commercial Cooking Operations.

• Steam hoods will not be cleaned under this contract.

• Contractor must adhere to all federal, state, and local laws.

• Scheduling: Coordinate and establish a cleaning schedule with facility managers and the 502 CES/CEOSF COR, providing schedules 10 working days in advance.

• Facility Manager Contact: Confirm appointments with facility managers 24-48 hours prior to scheduled cleaning and maintain a log of contacts.

• Cleaning: Clean and inspect all components of exhaust hood and duct systems, ensuring they are free from grease, dirt, dust, lint, and oil residue. Apply a label indicating the date cleaned and service company.

• Property Protection: Protect government property from damage during service. Repair any damage caused by the contractor at no additional cost.

• UV Bulb Coordination: Coordinate with the UV Bulb contractor for removal and reinstallation of UV Hood Bulb cassettes at Bldg. 6582, Lackland AFB.

• Service Ticket: Provide a service ticket after work completion detailing building number, date/time, and any repairs.

• Emergency On-Call Service: Respond to emergency on-call service requests within 2 hours when verbally requested by the Contracting Officer or COR.

• Clean-Up: Dispose of contractor-generated hazardous chemicals off-base at an approved site. Clean up each work site after service completion.

• Special Qualifications: All personnel must be trained, qualified, and certified (e.g., CECS, PA/CQ, PAC certifications).

• Service Summary (Table 1): Outlines performance objectives, PWS paragraphs, and monthly thresholds (e.g., 0 Defects for schedules, cleaning, service tickets, emergency response, and hazardous material compliance).

• Quality Control: Develop and maintain a Quality Control Plan (QCP) and submit it with the proposal. Address quality workmanship, process improvement, and deficiency correction.

• Quality Assurance: Government will inspect and evaluate performance. Unsatisfactory inspection results require re-performance within 24 hours at no additional cost.

• Remedy for Exceeding Performance Threshold: Exceeding thresholds may result in a Contract Discrepancy Report (CDR) and a Progress Meeting.

• Periodic Progress Meeting: Regular meetings to discuss performance, contract modifications, and identify trends.

• Services to be performed at JBSA Fort Sam Houston, Camp Bullis, Randolph, Lackland, and Chapman Training Annex.

• Normal installation duty hours are 0730-1615, Monday through Friday, except federal holidays.

• Government Furnished Property/Services: Electricity and water will be provided. Keys for mechanical rooms will be provided.

• Key Control: Contractor must establish and implement key control procedures.

• Security: Comply with base security requirements, including obtaining base identification and vehicle passes. Personnel must wear or display identification badges.

• Hazardous Material Handling: Comply with all applicable regulations regarding hazardous materials, including identification, storage, handling, and disposal. Submit Safety Data Sheets (SDS) and maintain an inventory. Complete HAZMAT and hazardous waste training.

• Anti-Terrorism: Support all DoD requirements to protect personnel and resources. Be alert for suspicious activity and notify base security forces.

• Personnel Appearance: Contractor personnel must present a neat and recognizable appearance.

• Traffic Laws: Comply with base traffic regulations.

• Weapons: Prohibited on installation.
