JBSA Lackland Remove and Replace Golf Cart Bridge

Statement of Work (SOW) / Performance Work Statement (PWS)

The objective is to remove and replace the existing Hole 18 Golf Cart Bridge (B490) at Joint Base San Antonio (JBSA) Lackland. The new bridge must be structurally sound, allow for safe conveyance of pedestrians/golf carts, and be compliant with the Americans with Disabilities Act (ADA).

• Site Preparation: Includes removal and hauling off-site of the existing bridge, preparation of concrete abutments, installation of concrete approaches for ADA compliance, necessary landscape shoring, and retaining wall blocks. Vegetation impacting installation must be removed.

• Bridge Structure: A prefabricated steel bridge is required. It must have a black preventative compound, steel rails with a corrosion-resistant powder finish, be at least 8ft wide and 85’ long, with railings at least 42” high, and have an 8-ton load capacity.

• Bridge Decking: Pressure-treated Douglas Fir wood is acceptable for the decking to resist moisture, fungal decay, and insects.

• Cleanup & Site Restoration: The contractor must avoid damaging existing structures and vegetation, spread and level removed soil, install silt barriers, and clean up the worksite daily, restoring it to its original condition.

• All equipment must be in good operable condition and carry a U/L listing. Unsafe equipment may be removed by the Contracting Officer’s Representative (COR).

• Contractor must provide adequate equipment and maintain backup capability.

• Operation and Maintenance Manuals and assembly drawings for the bridge are required.

• Manufacturer warranties extending beyond one year must be documented with contact information.

• Period of Performance: 120 days.

• Place of Performance: Hole 18 Golf Cart Bridge (B490) at Joint Base San Antonio (JBSA) Lackland (Site A).

• Contractor-Furnished Equipment: All necessary equipment and vehicles are the contractor's responsibility.

• Government-Furnished Property: No government facilities will be provided; the contractor must secure their own off-installation office space.

• Security: Contractor personnel must comply with base access, traffic laws, and are prohibited from possessing weapons on base. They must report any security threats.

• Personnel: Contractor personnel must present a neat appearance and be easily recognizable (e.g., company name/logo on clothing). The government can restrict employment of individuals deemed a threat.

• Contract Manager: A contract manager or alternate must be available during work hours and able to meet on-site within 1 hour.

• Base Passes: Contractor must comply with access requirements and coordinate passes with 502d CES POC.

• Environmental Compliance: Adherence to all applicable federal, state, and local environmental laws and regulations is required.

• Safety: Work must be performed safely per OSHA requirements. Verbal and written reports of accidents or damage are required.

• Hours of Operation: Services are generally expected during normal base hours (7:30 a.m. - 4:30 p.m.), but deviations are allowed for timely completion. Federal holidays are observed.

This Request for Quote (RFQ) FA301626Q0043 is for the "JBSA Lackland Remove and Replace Golf Cart Bridge" project. This is a 100% small business set-aside acquisition. The government intends to award a purchase order to the responsible quoter whose quote is the most advantageous, with the technically acceptable lowest priced quote representing the best value.

• Removal and replacement of an 18-foot golf cart steel utility bridge at JBSA Lackland.

• This acquisition is set aside for 100% small business concerns.

• Offerors must be registered in the System for Award Management (SAM).

• A site visit is scheduled for Tuesday, 31 March 2026, at JBSA Lackland, TX.

• Meeting Location: JBSA Luke East Visitor Control Center (VCC), Building 1196, 2602 Luke Blvd.

• Departure for site: Promptly at 9:00 AM CST.
