This document is a Sources Sought announcement for market research purposes only. It is not a solicitation or request for proposals. The government is seeking information to identify potential qualified Service-Disabled Veteran Owned Small Businesses (SDVOSB) and Veteran Owned Small Businesses (VOSB) capable of providing specialized turf-grade fertilizer, fertilizer/herbicide combination, and grass seed to Jefferson Barracks National Cemetery (JBNC).

• Fertilizer: 742 bags of 35-0-10 (±5%) N-P-K, 120-day slow-release, polymer-coated urea, delivered in 50lb moisture-proof bags.

• Fertilizer/Herbicide Combination: 742 bags of 35-0-7 (±5%) N-P-K with 0.1-0.25% dithiopyr active ingredient, delivered in 50lb moisture-proof bags.

• Grass Seed: Up to 1,298 bags of Tall Fescue grass seed blend (A-List), spread at 5 lbs/1000 sq. ft., with a minimum 90% germination rate and 0.00% contamination, delivered in 50lb moisture-proof bags.

• The contract period is anticipated to be one base year plus four (4) 1-year options.

• No specific award value or budget range is disclosed.

• Interested parties must submit a capabilities statement addressing their qualifications and ability to supply the products.

• Responses are due by 02/28/2025 at 4:00 PM EST via email to April.Graves@va.gov.

• Include company name, address, POC, business type, relevant contract vehicles (FSS, GSA, etc.), and feedback on salient characteristics.

• Sample pricing for deliverables is requested.

• The North American Industry Classification System (NAICS) code is 325311 (Nitrogenous Fertilizer Manufacturing).

• A class waiver for the Nonmanufacturer Rule applies, meaning SDVOSB and VOSB concerns are not required to supply products from a small business manufacturer.

• NCA encourages responses from all capable vendors regardless of business size.

• Deliveries are required Monday through Friday, 8:00 AM to 3:30 PM, within 3 days of request.

• Deliveries are to be made to Jefferson Barracks National Cemetery, 2900 Sheridan Rd., Saint Louis, Missouri 63125.

• All personnel delivering material must be trained in NCA rules of behavior.

• Invoices are to be submitted electronically via Tungsten network within ten (10) calendar days of delivery.

This is a Sources Sought announcement for market research purposes only. The National Cemetery Administration (NCA) is seeking information from potential suppliers interested in providing bagged fertilizer, bagged fertilizer/herbicide combination, and grass seed to Jefferson Barracks National Cemetery (JBNC) on an as-needed basis. The government is gathering information to make appropriate acquisition decisions and identify qualified Service-Disabled Veteran Owned Small Businesses and Veteran Owned Small Businesses.

• Fertilizer: Approximately 742 bags (50lb each) of specialized turf-grade fertilizer (35-0-10 with specific mineral compositions, 4% FE, 95% Polymer Coated Urea for slow release, 120-day minimum slow-release technology). Must be moisture proof.

• Fertilizer/Herbicide Combination: Approximately 742 bags (50lb each) of a fertilizer-preemergent blend (35-0-7 with specific mineral compositions, containing 0.15-0.25% dithiopyr active ingredient, 95% Polymer Coated Urea, 120-day minimum slow-release technology). Must be moisture proof.

• Grass Seed: Up to 1,298 bags (50lb each) of a tall fescue grass seed blend (A-List seeds), spread at 5 lbs per 1000 sq. ft., with a germination rate of no less than 90% and 0.00% weed seed contamination. Must be moisture proof.

• The contract period will be for one base year from the date of award, with four (4) one-year options through 2030.

• No specific award value or budget range is disclosed.

• Interested parties must submit a capabilities statement by 02/20/2025 at 4:00 pm EST to April.Graves@va.gov.

• The response should include company name, address, POC, contact information, UEI number, business type (large/small, SDVOSB, VOSB), capability statement, relevant FSS/GSA/NAC/SEWP contracts, and feedback on salient characteristics.

• Bidders are also requested to provide sample pricing for each deliverable if available.

• The North American Classification System (NAICS) code is 325311 (Nitrogenous Fertilizer Manufacturing).

• While not explicitly a small business set-aside, the Nonmanufacturer Rule and Class Waiver apply, allowing potential SDVOSB interested parties to offer products from small or large businesses.

• NCA encourages all capable vendors, regardless of business size, to respond.

• Delivery is on an as-needed basis, Monday through Friday, between 8:00 AM and 3:30 PM (excluding federal holidays).

• Delivery is expected within 2-3 days of request.

• Products must be palletized and delivered to JBNC. Cemetery personnel will offload and apply.

• Contractors must adhere to NCA rules of behavior and ensure no damage to government property.
