Statement of Work (SOW)

To procure Design-Build services for the construction of two new 30,000-gallon Aboveground Storage Tanks (ASTs) for Jet A fuel operations at the U.S. Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Plant Protection Quarantine (PPQ), Moore Air Base (MAB) in Edinburg, Texas.

• Design & Construction: Furnish all labor, materials, equipment, and services for the complete design and construction of two 30,000-gallon double-wall, fire-protected Jet A fuel tanks and associated systems.

• Components: Includes tanks, foundations, anchoring, manway access, vents, flame arrestors, overfill protection, spill containment, level measurement and alarm features, bonding connections, water drains, sample ports, pumping and fuel delivery systems, filtration, metering, and all necessary electrical components.

• Compliance: Design and construction must adhere to federal, state, and local regulations, manufacturer specifications, OSHA, NFPA, ACI 318, ASCE 7, EPA SPCC regulations, and national codes.
