Quick Summary

The U.S. Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), is seeking Design-Build services for the installation of two Jet A fuel storage tank systems at Moore Air Base in Edinburg, Texas. This project is critical for modernizing fuel infrastructure to support contracted aircraft for New World Screwworm (NWS) sterile fly dispersal and future MexFly missions, as existing AvGas LL100 fuel is incompatible with new aircraft. This is a Total Small Business Set-Aside opportunity.

Scope of Work

The requirement is for the complete design and construction of two 30,000-gallon double-wall, fire-protected Aboveground Storage Tanks (ASTs) for Jet A fuel. This includes all associated systems such as foundations, anchoring, manway access, vents, overfill protection, spill containment, level measurement, bonding connections, water drains, sample ports, pumping and fuel delivery systems, filtration, metering, and all necessary electrical components. All work must comply with federal, state, local regulations, OSHA, NFPA, ACI 318, ASCE 7, and EPA SPCC regulations. The period of performance is 140 calendar days from the Notice to Proceed.
