Bidders responding to an opportunity that includes this attachment should use this list to understand the specific JEOL equipment models and associated components for which maintenance or services are being solicited. This information is critical for defining the scope of work, estimating costs, and ensuring compliance with the technical requirements of the opportunity.

Performance Work Statement (PWS)

To provide annual preventive maintenance and service repair for JEOL instruments operated by the United States Army Criminal Investigation Laboratory (USACIL).

• Provide all necessary personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other non-personal services for the service and repair of specified JEOL instrumentation.

• Services include one instrumental move of a JSM-IT300LV (Serial Number MP137200025) from Drug Chemistry to Trace Evidence within USACIL.

• Repair or replace any broken or damaged equipment incurred by the move.

• Perform performance checkouts to ensure proper functionality.

• The contractor shall provide unlimited on-site repair service visits, covering all labor, travel, and other repair/maintenance costs.

• Respond to unlimited emergency service calls within 48 hours (excluding weekends and federal holidays) to schedule onsite service.

• Provide detailed service reports within two (2) weeks after each visit.

• Contractor must conform to applicable safety directives (OSHA, general laboratory safety).

• Provide unlimited on-site repair service visits, covering all labor, travel, and other repair/maintenance service.

• Provide JEOL comprehensive on-site preventive maintenance service visits.

• Provide detailed service reports per repair and services request within two (2) weeks after the on-site visits and repairs.

• Contractor performance will be documented in CPARS.

• Period of Performance: One (1) Base Year (July 1, 2026 – June 30, 2027).

• Place of Performance: US Army Criminal Investigation Laboratory, Gillem Enclave, Forest Park, GA.

• This is a sole-source contract intended for JEOL.

• Contractor personnel are not required to have a personal security clearance but will be escorted by USACIL employees.

• Contractor employees must comply with installation access security policies and undergo a background verification process.

• Contractor must develop and implement a quality control program and provide a copy to the Contracting Officer for approval.

• Contractor must provide a Contract Manager/Alternate responsible for performance and available during business hours.

• Contractor employees must wear identification badges at all times.

• Contractor must comply with all DoD, Army, CIDC, and USACIL applicable regulations, publications, manuals, and policies (e.g., AR 200-1, AR 385-10, EM-385-1-1, OSHA).
