Scope of Work
The contractor will provide all management, tools, supplies, equipment, and labor necessary to ensure custodial services are performed at Joint Base Charleston (including Charleston Air Force Base and Naval Weapons Station). Services must maintain a satisfactory facility condition and professional appearance in accordance with the Performance Work Statement (PWS). This includes routine cleaning of various floor types, restrooms, locker rooms, and lactation rooms, as well as periodic cleaning (hard floor maintenance, carpet restorative cleaning) and special cleaning for Child Development Centers (CDCs), Youth Centers (YCs), and Fitness Centers. Compliance with Air Force Common Output Level Standards (AFCOLS) is required.
Contract & Timeline

Evaluation
Award will be made to the responsible offeror whose proposal is most advantageous to the Government, based on a best value trade-off. Technical and Past Performance are significantly more important than Price. Evaluation criteria include:
- Technical: Mission Essential Services Plan and Key Personnel (On-site Project Manager, Quality Control Manager, Lead Supervisor) must receive an "Acceptable" rating.
- Past Performance: Assessed based on recent and relevant performance records, requiring at least three references and completed Past Performance Questionnaires (PPQs). Subcontractor past performance will be considered but weighted less than the prime.
- Price: Evaluated based on the Total Evaluated Price (TEP) submitted via Attachment 3 - Rev 1 JB Custodial Bid Schedule.
