Compliance with Air Force Common Output Level Standards (AFCOLS) is required.

  • Technical: Mission Essential Services Plan and Key Personnel (On-site Project Manager, Quality Control Manager, Lead Supervisor) must receive an "Acceptable" rating.
  • Past Performance: Assessed based on recent and relevant performance records, requiring at least three references and completed Past Performance Questionnaires (PPQs). Subcontractor past performance will be considered but weighted less than the prime.
  • Price: Evaluated based on the Total Evaluated Price (TEP) submitted via Attachment 3 - Rev 1 JB Custodial Bid Schedule.
