Evaluation Factors
Award will be made to the responsible offeror whose proposal is most advantageous to the Government, utilizing a best-value trade-off process. Factors are listed in descending order of importance:
- Technical: Evaluated on an Acceptable/Unacceptable basis. Requires definitive evidence of successful WWTP O&M management, a primary operator with a current South Carolina Environmental Certification Board Class B (or higher) WWTP license, and acknowledgment of tiered response timelines for service calls, including a Mission-Essential Services Plan.
- Past Performance: Evaluated for recency (within 3 years) and relevancy. Relevant experience includes Small Package Plants, Lift Stations, Backflow Preventers, and Pump and Haul services.
- Price: Total price for the base and all option years will be evaluated.
Technical and Past Performance, when combined, are significantly more important than Price. The Government may award to a higher-priced offeror if technical superiority or a more relevant past performance record justifies the additional cost.
