Evaluation Factors
This acquisition will be awarded based on a best-value trade-off process, with factors listed in descending order of importance:

Requires definitive evidence of successful WWTP O&M, employment of a South Carolina Environmental Certification Board Class B (or higher) WWTP license holder, ability to meet tiered response timelines, and a complete Mission-Essential Services Plan.
- Past Performance: Evaluated for recency (within 3 years) and relevancy (experience with Small Package Plants, Lift Stations, Backflow Preventers, and Pump and Haul services).
- Price: Evaluated by adding the total price of CLINs for the base and all option years. The Government may award to a higher-priced offeror if their proposal demonstrates technical superiority or more relevant past performance.
