Scope of Work
The required services encompass all management, transportation, tools, supplies, equipment, and labor to ensure continuous and reliable support for JECC and JPSE. The primary objective is to plan, develop, integrate, execute, and assess effective unit-level Joint education, training, and exercise programs to prepare JPSE personnel for rapid worldwide deployment. Key components include:
- Joint Planners Course (JPC): Conducting a 10-day course on the Joint Planning Process (JPP), with four resident iterations annually. This includes developing and tailoring materials for U.S. military and civilian personnel, ensuring disclosure to NATO and Five Eye (FVEY) military, and providing five Subject Matter Expert (SME) instructors.
- Mission Readiness Exercise (MRX) Support: Planning, coordinating, and executing quarterly MRXs. This involves developing exercise design, storyboards, scenarios, injects, life support plans, and evaluation standards, with potential travel requirements.
- Joint Force Headquarters (JFHQ) Joint Task Force (JTF) Formation Course: Conducting a 3-day course as per Joint Publication 3-33, with two resident iterations annually. This also includes material development for U.S. military/civilian personnel, FVEY disclosure, and providing three SME instructors.
Key Requirements
- Personnel Qualifications: Instructors must be former or retired Field Grade officers with advanced planning school graduation and a master's degree, possessing specific experience and years of military service. Five instructors must hold a current Top Secret/Sensitive Compartmented Information (TS/SCI) clearance.
- Performance Standards: Deliverables must be timely and accurate (no more than one late or rejected per month). Training requirements and coordination must be timely. Course materials require regular updates.
- Place & Hours of Performance: Primarily at the JECC/JPSE facility on Norfolk Naval Base, VA, Monday-Friday, 0700-1600 EST. Support for MRX and training events may require work outside these hours, including weekends.
