This notice is for information and planning purposes only, to gather market research for potential services to provide management, transportation, tools, supplies, equipment, and labor for Joint Enabling Capabilities Command (JECC) and Joint Planning Support Element (JPSE) Training Delivery and Mission Readiness Exercise (MRX) Support on Norfolk Naval Base, Norfolk, VA. The objective is to plan, develop, integrate, execute, and assess unit-level Joint education, training, and exercise programs to prepare JPSE personnel for rapid worldwide deployment.

Services include all management, transportation, tools, supplies, equipment, and labor necessary for training delivery and mission readiness exercise support.

• Performance Period: One (1) 12-month base period, and four (4) one-year option periods.

• Anticipated Award Date: On or about August 21, 2026.

• Anticipated RFQ Release Date: On or about May 23, 2026.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide management, transportation, tools, supplies, equipment, and labor for Joint Enabling Capabilities Command (JECC) and Joint Planning Support Element (JPSE) Training Delivery and Mission Readiness Exercise (MRX) Support on Norfolk Naval Base, Norfolk, VA. The goal is to ensure continuous and reliable service for planning, developing, integrating, executing, and assessing effective unit-level Joint education, training, and exercise programs to prepare JPSE personnel for rapid worldwide deployment.

• Joint Planners Course (JPC): Conduct a 10-day course focused on the Joint Planning Process (JPP). Develop and tailor materials for U.S. military and civilian personnel, ensuring disclosure to NATO and Five Eye (FVEY) military. Provide four resident iterations annually, with an option for one additional. Maintain and update curriculum based on joint doctrine and after-action reviews. Provide five subject matter experts as instructors.

• MRX Support: Plan, coordinate, and execute quarterly mission readiness exercises. Develop exercise design, storyboards, scenarios, injects, life support plans, and evaluation standards. Support collective training events with observers and subject matter experts, potentially requiring travel. Assist in developing the annual JPSE exercise schedule and support JPSE internal assessments.

• Joint Force Headquarters (JFHQ) Joint Task Force (JTF) Formation Course: Conduct a 3-day course as written in Joint Publication 3-33. Develop and tailor materials for U.S. military and civilian personnel, ensuring disclosure to NATO and FVEY military. Provide two resident iterations annually, with an option for two additional. Maintain and update curriculum. Provide three subject matter experts as instructors.

• Deliverables: Must be submitted on time, with no more than one deliverable late per month.

• Accuracy: Deliverables must be accurate, with no more than one rejected per month due to inaccuracy or incompleteness.

• Training Requirements: All personnel must complete required training in a timely manner.

• Coordination: Management and training coordination must be timely (within 30 days of identifying a need) and accurate.

• Course Materials: JPC/JFHQ course materials must be updated and published according to specific deadlines before each course iteration.

• Place of Performance: Primarily at the JECC/JPSE facility on Norfolk Naval Base, Norfolk, VA. Performance may also be required at locations specified in Technical Exhibit 2.

• Hours of Operation: Monday-Friday, 0700-1600 EST, excluding federal holidays. Support for MRX and training events may require work outside these hours, including weekends.

• Personnel Qualifications: Instructors must be former or retired Field Grade officers with advanced planning school graduation and a master's degree. Specific experience and years of military service are required. Five instructors must possess a current Top Secret/Sensitive Compartmented Information (TS/SCI) clearance.

• Security: Personnel must possess appropriate security clearances. Background investigations are required. Safeguard all government property.

• Communication: Maintain open and professional communication. Identify as contractor personnel.

• Government Furnished Items: Office space, standard office equipment, utilities, LAN/Internet access, police and fire protection, and mission-essential supplies will be provided by the government.

• Contractor Furnished Items: Mobile cellular phones and service plans are the contractor's responsibility. The contractor is also responsible for obtaining and maintaining required security clearances.

• Reporting: Comply with FAR 52.204-14 Service Contract Reporting Requirements and report all contractor labor hours via the System for Award Management (SAM).
