Scope of Work
MARFORSOC requires qualified Subject Matter Experts (SMEs) to facilitate its JTAC program and G-3 Air/Fires mission sets. This includes:
- JTAC-Instructor/Evaluator (I/E) Support: Assisting the AC/S G-3 Air/Fires with the MARFORSOC JTAC program.
- JICO Support: Assisting the AC/S G-3 Air/Fires with Multi-Tactical Data Link Network (MTN) operations and Joint Domain Network (JDN) coordination.
- Providing full-time qualified SMEs for instruction, evaluation, qualification tracking, and MTN operations.
- Support for travel, equipment, and training aids.

Evaluation & Submission
This is a best-value tradeoff acquisition. Technical capability (Factor I) and Past Performance (Factor II) combined are significantly more important than Price (Factor III). Evaluation will proceed in phases: Qualifying Criteria (Pass/Fail), Technical Evaluation, and Past Performance & Price Evaluation.
Offerors must be registered in SAM.gov, provide a management plan for DD254 requirements, validate facility clearance, and provide proof of SPRS score and CMMC Level 2 compliance. Compliance with NIST SP 800-171 is also required. Proposals must be submitted electronically via email (attachments limited to 10 MB). Offerors must hold proposed prices firm for a minimum of 180 calendar days.
