This document is a Justification and Approval (J&A) for using other than full and open competition for the Marine Corps Junior Reserve Officers’ Training Corps (MCJROTC) Program's requirement for uniform insignia and related items. The Marine Corps Installations National Capital Region – Regional Contracting Office (MCINCR-RCO) is seeking to procure approximately 481,250 Vanguard-manufactured items, including rank insignias, rank devices, marksmanship badges, ribbon bars, and mounts. These items are critical for MCJROTC curriculum execution for approximately 37,000 cadets across 248 schools.

The justification cites the need for brand-name Vanguard products to ensure standardization, curriculum compliance, and uniform accuracy. Vanguard is identified as the only responsible source capable of meeting these needs due to proprietary tooling, dye lots, embroidery patterns, and quality control processes that produce items identical to those currently fielded. Alternative vendors were researched but could not guarantee the required level of precision, consistency, and repeatability, which are essential for maintaining Marine Corps uniform standards and for cadet evaluations in inspections and competitions.

Extensive market research was conducted over two years, engaging with multiple commercial manufacturers. However, no other vendor demonstrated the capability to reproduce the precise, repeatable characteristics required to maintain uniformity across all MCJROTC units. The government will continue to evaluate opportunities to reduce barriers to future competition by documenting technical specifications and assessing equivalent products.

Solicitation / RFP / RFQ

This solicitation is for the procurement of JROTC Insignia commercial products. The Marine Corps Installations National Capital Region (MCINCR) is issuing this solicitation under FAR Part 12 for commercial acquisitions, utilizing simplified procedures. The government is seeking quotations for Vanguard JROTC Insignia products.

• The contractor must provide JROTC Insignia products as described in the Schedule of Supplies/Services.

• Quoters must clearly demonstrate their ability to meet all solicitation requirements, including manufacturer name, complete manufacturer part numbers, and confirmation of meeting the delivery schedule.

• A mere statement of compliance is insufficient; the quote must demonstrate technical acceptability.

• This is a Brand Name requirement for Vanguard products and services. Only quotations from authorized distributors of Vanguard products and services will be considered.

• The contract type is Firm Fixed Price.

• The period of performance is 120 calendar days from the date of award.

• Payment terms are NET 30, with invoices submitted via Wide Area Workflow (WAWF).

• Quotes are due by 03 April 2026, 10:00 AM.

• Quotes must be submitted electronically via email to Edgar Clark (edgar.clark@usmc.mil) and Kellie Holley (kellie.holley@usmc.mil).

• Evaluation will be based on Technical Capability, Past Performance, and Price. Non-price factors are more important than price.

• Technical Capability will assess the ability to meet requirements, including manufacturer details and delivery schedule confirmation.

• Past Performance will be evaluated using the Supplier Performance Risk System (SPRS).

• Price will be evaluated for completeness, accuracy, and reasonableness.

• The acquisition is set aside for Small Business.

• Specific small business categories are listed, including HUBZone, Service-Disabled Veteran-Owned Small Business, Women-Owned Small Business (WOSB), and Economically Disadvantaged WOSB (EDWOSB).

• Small business joint ventures must submit specific representations.

• The government intends to make a single award.

• The government reserves the right to make no award if determined to be in the best interest of the Government.

• The government may consider late quotations if it is in their best interest and does not unduly delay award.
