Scope of Work
The contractor will provide services for training JTACs and Joint Forward Observers (JFOs) to exercise tactical control of CAS through airspace management, deconfliction, sensor employment, and terminal attack guidance. This includes providing contractor-operated high-performance aircraft (minimum 200 hp, 6-hour endurance, FLIR, ROVER/VDL compatible data links), labor, equipment, and technical support. Training will involve up to 600 flight hours annually across various events.
Key Requirements
- Aircraft: High-performance aircraft (minimum 200 hp engine(s)), capable of 6 hours continuous flight, equipped with FLIR, FMV, LOS/BLOS communications, and FAA certification. Twin-engine is not mandatory.
- Personnel: Qualified US Citizen personnel including Pilots (PIC), Sensor Operators, Ground Liaison Officers (GLOs), and Maintenance Technicians. Specific flight hours, military CAS experience, and SOF support experience are preferred.
- Security: SECRET facility clearance and SECRET-level personnel clearances are required. CMMC Level 1: Foundational is also mandatory.
- Invoicing: Monthly recurring basis.

- Duration: Base year + 4 option years, with an additional extension clause (52.217-8).

Evaluation & Submission
