This is a pre-solicitation notice posted in accordance with FAR subpart 5.2. It serves as a synopsis and is NOT a solicitation. Vendors should not submit quotes until the official solicitation is posted on SAM.gov. The Department of War Education Activity (DoWEA) requires commercial off-the-shelf, 100% digital courseware for "Video Communications I" for students and teachers, including related professional learning and technical support. The courseware must be based on research-based best practices.

• Anticipated solicitation posting date: On or about April 20, 2026.

• Anticipated award date: On or about May 30, 2026.

• Applicable NAICS codes: 611710 (Educational Support Services), 513130 (Book Publishers).

• Applicable PSC: U009 (Education/Training - General).

• Interested parties must be registered in SAM.gov under the applicable NAICS code prior to submitting quotes.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide digital reading intervention resources and related support for approximately 11,000 K-1 students and 120 reading specialists within the Department of War Education Activity (DoWEA).

• Intervention Resources: Provide 100% digital, commercial-off-the-shelf (COTS) resources correlated to College and Career Ready Standards (CCRS)-Literacy. Resources must enhance engagement, reading volume, fluency, deep thinking, writing, independent reading, oral language, vocabulary, and student choice. They should support foundational skills, independent practice, oral proficiency, self-monitoring, and comprehension.

• Student Resources: Offer digital literacy intervention materials including eBooks with audio, instructional videos, and a balance of fiction/non-fiction. Content should cover foundational skills, spelling, high-frequency words, and vocabulary, with a focus on high-interest, culturally responsive materials and family involvement.

• Reading Specialist & Assessment Resources: Provide digital teacher guides, strategies for literacy growth, and digital assessments (diagnostic, formative, benchmark, entry/exit) that measure progress on a continuum and differentiate instruction.

• Digital resources must be available 24/7/365, with limited downtime.

• Technical support must acknowledge requests within two hours and resolve 90% within one business day.

• Resources must be updated regularly, with content copyright not exceeding one school year.

• Compliance with Section 508 accessibility standards is required.

• All digital resources must be compatible with DoWEA's Learning Management System (Schoology), Google Classroom, and ClassLink single sign-on.

• Work shall be performed at the Contractor's facilities.

• Resources must be available for the life of the contract.

• Technical: Resources must integrate with DoWEA's LMS and Google Classroom via single sign-on (ClassLink). Compliance with IMS content packaging and LTI standards is required. Third-party software must meet FedRAMP Level 2 standards (waivers may be considered).

• Privacy & Security: Contractor personnel must be US citizens and complete DoW Privacy Act/PII training. PII must be handled in accordance with the Privacy Act. Data must be secured with TLS encryption in transit and AES-256 at rest. Data centers must be located in the United States.

• Liaison: A liaison and alternate liaison with at least one year of experience in a similar role must be designated and available during specified hours.

• Data Rights: All data developed under the contract remains the property of the Government. Digital rights for visual materials must be provided for internal DoWEA use.
