Notice of Intent to Sole Source

This document is a pre-solicitation notice indicating the Department of Defense Education Activity (DoDEA) intends to negotiate and award a contract on a non-competitive, sole source basis to The Art of Education University, LLC. The purpose is to procure a commercial, off-the-shelf (COTS) K-12 visual arts resource platform and a professional learning platform to enhance arts education for DoDEA students systemwide.

• K-12 Visual Arts Resource Platform (updated quarterly)

• Virtual Professional Learning Platform (updated quarterly)

• Customized Professional Platform with 1-6 custom asynchronous modules per year

• K-12 standards-aligned professional learning resources (modules with written and video formats)

• Minimum resource counts per grade band: 150 lesson plans + 200 additional resources for each band (K-2, 3-5, 6-8, 9-12)

• Training and Technical Support

• DEAC Accreditation

• Content fully aligned to DoDEA College & Career Ready Standards (CCRS)

• Contract Type: Indefinite Delivery Indefinite Quantity (IDIQ)

• Period of Performance: 12-month base period beginning July 1, 2026, followed by four 12-month option periods (total potential of five years).

• Small Business Size Standard: $24 Million

• This is a notice of intent, not a request for competitive proposals. However, interested parties can identify their interest and capability.

• Responses must include unit price, list price, shipping and handling, delivery period, prompt payment discount terms, F.O.B. Point, UEI, TIN, and business size certification.

• All offerors must have an active registration in SAM.gov.

• Responses are due by March 09, 2026, 12:00 PM ET.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide a vendor-hosted, commercial off-the-shelf (COTS) K-12 visual arts resource platform and a professional learning platform for visual arts educators. The goal is to enhance visual arts instruction and student achievement systemwide.

K-12 Visual Arts Resource Platform:

• Provide a web-based platform with content aligned to DoDEA's College and Career Ready Standards (CCRS).
• Offer online access to standards-aligned resources by grade level (K-8) and proficiency level (9-12).
• Resources must include lesson plans, worksheets, artist biographies, related videos, and assessments.
• A user-friendly interface with a minimum of 150 lesson plans and 200 other resources per grade band.
• Allow printing of materials for classroom use.
• Include a broad range of media, methods, artists, and art styles (e.g., printmaking, drawing, photography, fibers, ceramics, historical/contemporary art, visual arts techniques, technology in art, curriculum planning).
• Regularly update content quarterly.
• Provide digital rights for all visual materials for DoDEA's internal use.
• Include evidence of pedagogically sound, research-based resources.

Visual Arts Professional Learning Platform:

• Provide digital access to a COTS platform for asynchronous, self-paced professional learning.
• Offer differentiated, on-demand educational opportunities.
• Include a comprehensive bank of visual arts-specific asynchronous courses/webinars/digital modules.
• Resources arranged by topic/grade, including teaching strategies, examples, and classroom materials (written and video formats).
• Allow download/printing of resources and sharing of video formats.
• Feature a broad range of presenters, educators, and artists.
• Content areas include teaching methods for various media and techniques, art history, technology in art, classroom management, visual arts pedagogy (e.g., Studio Habits of Mind, Visual Thinking Strategies), differentiation, curriculum planning, and administrative tasks.
• Update content quarterly.
• Ensure DoDEA educators can use resources internally without copyright issues.
• Provide a method for teachers to track progress and completion (digital or printable certificates).

Customized Professional Learning:

• Provide one to six 30-60 minute customized asynchronous learning modules or videos annually (total of up to 30 over the contract life).

General Requirements:

• Provide product training (webinars, videos, digital modules).

• Offer industry-standard technical support.

• Ensure digital resources meet specific technical requirements (e.g., SCORM® compliant, browser compatibility, system specifications).

• Comply with cybersecurity requirements, including FedRAMP Level 2 standards.

• Ensure data is secured and managed according to DoD and DoDEA policies.

• Place of Performance: Contractor's facilities.

• Availability: Resources available for the life of the contract.

• User accounts must use unique usernames and passwords, not requiring PII.

• Contractor personnel must be US citizens and complete privacy training.

• Compliance with Section 508 accessibility standards.

• SCORM® compliance for digital modules.

• All data developed is the property of the Government.

• Organizational Conflict of Interest (OCI) must be managed.
