Scope of Work
The contractor will provide comprehensive repair and exchange services for KC-46A aircraft components. Key requirements include:
- Providing serviceable FAA Certified new, repaired, or overhauled items to replace unserviceable items within a 30-day turnaround time.
- Inspection, repair, and overhaul of DLRs.
- Managing exchange and title transfer of DLRs.
- Developing and maintaining a Supply Chain Risk Management (SCRM) Plan in accordance with PWS Section 17.0.
- Complying with Commercial Asset Visibility Air Force (CAVAF) reporting requirements.

Evaluation Factors
Award will be based solely on the Technical Factor, specifically the Offeror's current FAA Part 145 Repair Station certification. Subcontractors' certifications are acceptable, but the prime contractor is responsible for all documentation and capability requirements. Boeing 767 certifications are considered valid for KC-46 repairs on common components. Pricing is not required for the initial MAC IDIQ proposal but will be requested for individual Fair Opportunity Proposal Requests (FOPRs).
Submission Requirements & Clarifications
Offerors must submit a Supply Chain Risk Management (SCRM) Plan in accordance with PWS Section 17.0. Proposal formatting requires Arial 12pt for main text, with smaller fonts acceptable for tables and graphics. Cover sheets, tables of contents, and glossaries are generally excluded from page limits. Shipping costs must be included in the Firm Fixed Price (FFP) for each repair and exchange CLIN. The government reserves the right to award without discussions.
