Opportunity Details

• Purpose: Acquire a Level D Beechcraft 360ER FFS for regulatory-required 14 CFR Part 135 training and checking for AJF pilots, and Aviation Safety (AVS) participant currency/proficiency.
• Scope of Work: Includes procurement, production, and installation of the FFS, ensuring compliance with 14 CFR Part 60 and Change 2 (extended envelope/adverse event training). The contractor will also provide product support, training, maintenance, and be responsible for the removal of an existing Airbus A330 simulator.
• Key Simulator Specifications: Must include Proline Fusion Avionics Package, Autothrottle, electric motion actuators, minimum four seats, and specific software capabilities for Upset Prevention and Recovery Training (UPRT), Windshear, Bounced Landing, Airframe Icing, and more.
• Place of Performance: Mike Monroney Aeronautical Center (MMAC), Oklahoma City, OK.

Contract & Timeline

• Contract Type: Indefinite Delivery/Indefinite Quantity (IDIQ) with Firm Fixed Price, Time and Materials, and Cost Reimbursable elements.
• Period of Performance: A base period of five (5) years, followed by Option Period I (three years) and Option Period II (two years), totaling a potential ten (10) years. The installation phase delivery is not to exceed 24 months.
• Estimated Value: The total estimated potential value of the contract, including options, is $1,365,407.00, as detailed in Attachment 02 Schedule B Price List.
• Set-Aside: This is an open and unrestricted competition. Large businesses will be required to submit a Small Business Subcontracting Plan (refer to Attachment 04).
• Minimum Guarantee: $10,000.00.
• Response Due: April 8, 2026, at 4:00 PM Central Time.
• Published Date: March 9, 2026.

Submission & Evaluation

• Evaluation Criteria: Award will be made to the Lowest Price Technically Acceptable (LPTA) offeror, based on Administrative Matters, Past Performance, Technical Approach (Simulator Design, Site Preparation and Installation, Post-Installation Support), and Lowest Price.
• Required Submissions: Complete SIR Document, Attachment 02 Schedule B Price List, Organizational Experience Questionnaire (Attachment 05), Simulator Design, and Technical and Management Approach. Refer to Section L for detailed instructions and Section M for evaluation criteria.
• Site Visit: A pre-bid site visit is scheduled for March 19, 2026, at 8:00 AM Central Time at 6500 S MacArthur Blvd, Oklahoma City, OK. RSVP is required by March 16, 2026, at 4:00 PM Central Time to Josh Huckeby (Joshua.D.Huckeby@faa.gov).
