Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for janitorial services at the Quivira National Wildlife Refuge, located at 1434 NE 80th Street, Stafford, KS. The primary goal is to ensure the facilities are maintained and cleaned to meet the needs of the U.S. Fish and Wildlife Service.

The contract covers the cleaning of the administrative building (office and visitor center) and the office area of the maintenance/fire shop building. This includes:

Administrative Building (approx. 6,720 sq ft main level, 400 sq ft lower level):

• Cleaning of 6 office areas, 5 cubicles, reception area, public use area, conference room, office machine/file cabinet room, kitchen area, 3 restrooms, and lower level storage.
• Weekly services include cleaning restrooms, sweeping/scrubbing/mopping tile/composite floors, emptying wastebaskets, dusting furniture and equipment, cleaning water fountains, vacuuming carpets, and cleaning kitchen area surfaces.
• Monthly services include washing interior/exterior windows and doors, spot cleaning carpets, cleaning basement floors/stairs, and washing microwave interiors.

Maintenance/Fire Shop Building (approx. 800 sq ft):

• Cleaning of two office areas and one staff restroom.
• Weekly services include cleaning restrooms, sweeping/scrubbing/mopping tile floors, emptying wastebaskets, and dusting furniture and equipment.

Performance will be measured based on the successful completion of all listed tasks at the required frequency and ensuring all buildings and facilities are fully secured upon completion of work. The Government will conduct monthly periodic surveillance, with a target of no more than one discrepancy noted. Zero discrepancies are expected for facility security.

The contract period is for one year, beginning May 1, 2026, or the month following award. Services are to be performed at the Quivira National Wildlife Refuge.

• Work Hours: Cleaning services must be performed outside normal office hours (7:00 am - 4:30 pm, Monday-Friday, excluding Federal Holidays). Alternate schedules may be required during January-March due to weather or for special events.
• Personnel: Contractor personnel are authorized on site. Key personnel must be identified to the Contracting Officer (CO). The contractor shall not employ government employees if it creates a conflict of interest.
• Access Control: The contractor must implement methods to control building access and report any lost or duplicated keys immediately.
• Training: Personnel must receive environmental, health, and safety training.
• Compliance: Adherence to all applicable federal, state, and local laws and regulations (including OSHA and NFPA) is required.
• Government Furnished Property: The government will provide cleaning equipment, cleaning products, trash bags, mops, toilet paper, paper towels, hand soap, and dish detergent. The contractor is responsible for maintaining restroom supply levels and communicating needs for replacement items.
• Contractor Furnished Property: The contractor is not required to supply any cleaning supplies.

Solicitation / RFP / RFQ

This solicitation is for Janitorial Services at the Quivira National Wildlife Refuge. The government is seeking to procure these services to maintain the facilities.

• Janitorial services for the Base Year and four Option Periods.

• Services include general janitorial tasks as detailed in the attached Performance Work Statement (PWS).

• Offerors must demonstrate experience with janitorial services, specifically within the size, location, and proximity of the requirement.

• This is a 100% Women-Owned Small Business set-aside.

• It is a firm-fixed-price contract.

• The period of performance includes a Base Year (05/01/2026 to 04/30/2027) and four Option Periods, with the total contract duration not to exceed five years and six months.

• Quotes and questions must be emailed to jeremy_riva@fws.gov by the closing date and time specified in Block 8.

• Award will be made to the contractor whose offer is most advantageous, considering technical requirements, past performance, past experience, and price. Technical and past performance are more important than price.

• Conformance to the Scope of Work is considered more favorable than price.

• If a subcontractor is anticipated, their name must be disclosed with the quote submission.

• This acquisition is set aside 100% for Women-Owned Small Businesses (WOSB).

• Specific set-asides include Economically Disadvantaged Women-Owned Small Business (EDWOSB) and Women-Owned Small Business (WOSB) concerns.

• The solicitation incorporates FAR clauses by reference, including 52.212-4 and 52.212-5.

• Payment requests must be submitted electronically through the U.S. Department of the Treasury's Invoice Processing Platform (IPP).

• Offerors are encouraged to submit their quotation on Standard Form (SF) 1449.
