Scope of Work
This turn-key project involves the demolition of existing water and boiler lines, followed by the furnishing and installation of new electric baseboard and hanging heaters (INDEECO or approved equivalent). The scope also includes significant electrical system upgrades, controls integration, commissioning, and demobilization. A key requirement is mandatory subcontracting to Intelli-Building Controls LLC for controls and cybersecurity integration.
Key Requirements & Experience
Offerors must demonstrate at least ten (10) years of construction industry experience in electric heater installation, with conduit subcontractors requiring a minimum of five (5) years of experience with relevant voltages. Compliance with NFPA 70E, NEC, OSHA, and specific DOE ES&H regulations (10 CFR 851, 835) is mandatory. Key personnel (Project Manager, Superintendent, Safety Coordinator) must meet specified experience and training. The Buy American Act applies, and Davis-Bacon prevailing wage rates are required for labor.
Contract Details & Evaluation
This will be a Firm Fixed-Price Subcontract awarded under a Lowest Price Technically Acceptable (LPTA) evaluation methodology. Proposals must be submitted in two parts: Technical and Business/Management, including a sectional cost breakdown and a cost-loaded CPM schedule. A 20% bid guarantee is required, along with Payment and Performance Bonds for subcontracts exceeding $35,000 and $150,000, respectively. The estimated period of performance is from March 4, 2026, to October 30, 2026.
