This amendment to Solicitation N6264926QB044 makes the following changes:

• Revised Performance Work Statement (PWS): The PWS has been updated.

• Extended Offer Due Date: The deadline for submitting offers has been extended to May 11, 2026, at 14:00 JST.

• Solicitation/Contract Form: The Response Due Time has been changed from 11:00 AM to 02:00 PM, and the Response Due Date has been extended from May 08, 2026, to May 11, 2026.

• Section C - Description/Specifications/Statement of Work: The Performance Work Statement (PWS) has been modified.

The proposal submission deadline has been extended to May 11, 2026, 14:00 JST. The due date and time for offers have been updated in Section A of the solicitation.

Solicitation / RFP / RFQ

This solicitation is for annual preventative maintenance, calibration, and certification services for specific lab equipment located at Commander, Naval Air Field Misawa. The services are required to ensure the reliable and continuous performance of the equipment.

• Annual preventative maintenance, calibration, and certification for the following equipment:

  • Alcor JFTOT 230 MARK IV (Jet Fuel Thermal Oxidation Tester)
  • FALEX F400 400-001-003 (Jet Fuel Thermal Oxidation Tester)
  • Anton Paar 106537 (Gum Tester)
  • Tanaka Science AD-7 (Distillation Unit)
  • Seta Analytics SA5200-0 U (FUJI FAME Analyzer)

• Performing OEM recommended PM procedures, diagnostics, and calibrations.

• Incidental parts replacement to maintain operability.

• Providing a Preventative Maintenance Check list within five (5) business days after performance.

• Providing telephone and/or on-site technical support during specified hours.

• Providing all software and firmware updates.

• Inspecting system operation and verifying operational usage.

• Including parts, calibration materials, labor, and travel expenses.

• Providing annual training for up to three (3) people on the proper use, calibration, repair, and troubleshooting of one of the specified instruments (with six (6) months' notice).

• Performing all work in a professional manner with skilled and certified personnel.

• Delivering a field report detailing PM performed, parts replaced, and operational test results.

• Contract Type: Firm Fixed Price

• Period of Performance: 3 months from time of award, with a Base Year POP from 2026-05-15 to 2027-05-14.

• Offer Due Date: 08 May 2026, 11:00 AM Japan Standard Time.

• Quotes are due via email to yukako.hishikura.ln@us.navy.mil.

• Evaluation Factors: Technical capability and price (lowest price quote). Past performance may be considered.

• All questions must be submitted in writing via email to yukako.hishikura.ln@us.navy.mil by 28 Apr 2026, 10:00 AM Japan Standard Time.

• This acquisition is UNRESTRICTED.

• The solicitation includes various FAR and DFARS clauses, including those related to electronic submission of payment requests (WAWF), antiterrorism/force protection, and access to federally controlled facilities.

• Place of Performance: Hachinohe, Aomori, Japan.

• Work Hours: Monday through Fridays, 8:00 A.M. to 4:30 P.M. daily, excluding Federal Holidays.
