This is a combined synopsis/solicitation for commercial items to procure equipment repair services for a National Park Service (NPS) CAT 440F2 Backhoe. The acquisition is in support of Lake Mead National Recreation Area. A written solicitation will not be issued; this announcement constitutes the only solicitation.

• Repair services for NPS CAT 440F2 Backhoe.

• Work must be performed by a CAT certified mechanic.

• Work to be performed in accordance with Attachment 1 - Statement of Work.

• The period of performance is from 05/08/2026 to 06/17/2026.

• The contract will be a firm-fixed-price contract.

• Delivery is required 40 days after receipt of order.

• Quotations are due by 04/15/2026 at 1700 PD.

• Offers must be submitted via email to caleb_overbaugh@ios.doi.gov.

• Evaluation will be based on a comparative evaluation of offerors, considering Price, Technical (Pass/Fail), and Warranty.

• Technical evaluation requires proof of CAT certification and confirmation that the contractor has a shop within a 100-mile radius of 101 Katzenbach Dr, Boulder City, NV 89005.

• Any exceptions to clauses or provisions may not be considered for award.

• This solicitation does not have a set-aside requirement.

• North American Industry Classification System (NAICS) code is 811310.

• Offerors must be registered in the System for Award Management (SAM).

• Attachment 1: Statement of Work (3 pages).

• Attachment 2: SCA Wage Determination (10 pages).

• The Government will be dropping off and picking up the equipment.

Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for repair services for a Caterpillar 440F2 Backhoe owned by the Lake Mead National Recreation Area (LAKE).

• The contractor will perform repairs on a specific Caterpillar 440F2 Backhoe (Serial No.: ODC900457, VIN: CAT00440LDC900547).

• The contractor's shop must be located within 100 miles of the Lake Mead Maintenance complex (101 Katzenbach Drive, Boulder City, NV 89002).

• The contractor is responsible for all labor, tools, and parts needed for the repairs.

• Major repair tasks include:

  • Replacing leaking hydraulic hoses, clamps, seal-o-rings, and lines at the hydraulic tank.
  • Repairing, testing, and adjusting the bucket linkage positioning sensor.
  • Repairing hydraulic leaks on the left and right rear stabilizer cylinders.
  • Repairing hydraulic leaks on the rear boom cylinder.
  • Repairing hydraulic leaks on the stick cylinder.
  • Repairing hydraulic leaks on multipurpose bucket cylinders (Level 1 reconditioning, including seals and gaskets).
  • Replacing the product link system wiring harness and antenna.
  • Replacing the cabin roof panel, power outlet, and wiring harness on the front right-hand top corner and roll-over protection system.
  • Refilling all hydraulic fluids to recommended levels and performing a fluid analysis.
  • Testing all hydraulic lines for leaks after installation.

• The contractor must only complete work specified in this document unless authorized otherwise by the contracting officer.

• All tasks must be completed within 40 calendar days after award.

• The equipment will be transported to the contractor's shop by Lake Mead Staff and returned after acceptance by the COR.

• The contractor must contact the Contracting Officer's Representative (COR) to schedule an onsite inspection upon completion of repairs.

• If additional issues are discovered, the contractor must stop work and contact the contracting officer for guidance.
