- Past Performance: Assessment of successful performance, quality, timeliness, cost management, communication, and customer satisfaction.
- Price: Award will be made to the low-priced, technically acceptable offeror on an all-or-none basis. Options will be evaluated by adding their total price to the basic requirement.
