Statement of Work (SOW) / Performance Work Statement (PWS)

To provide musical leadership, including organ playing, vocal singing, and appropriate instrumentation, for the 1100 Catholic Mass at Langley AFB Chapel or other designated locations, supporting the liturgical needs of the Catholic Community.

• Provide musical leadership for the 1100 Catholic Mass.

• Support the Sacred Liturgy with hymns, organ playing, and vocal singing.

• Accommodate other designated locations as assigned.

• The Langley Catholic program is described as fast-paced and multi-faceted, requiring high coordination.

• Services are provided during Catholic Masses/Services, typically one hour in length.

• Rehearsals are held prior to each service.

• Special Masses, Holy Days of Obligation, and other services (e.g., funerals) are in addition to weekly units.

• Annual Units: 52 Regular Masses, 52 Regular Rehearsals, 10 Special Masses/Services, 10 Special Rehearsals, totaling 124 units annually.

• Select and prepare liturgically appropriate music, aligning with reverence and spiritual uplift.

• Experience playing the 1934 M.P. Möller Opus 6299 pipe organ is preferred, but not strictly required if other musical skills are present.

• Prepare and conduct rehearsals (minimum 60 minutes, not immediately before service).

• Lead congregational singing, provide instrumental accompaniment, and train cantors.

• Recruit and lead choir members, instrumentalists, and cantors.

• Coordinate with the Catholic Priest/Chaplain and choir members.

• Adhere to copyright regulations (OneLicense®, CCLI) for music.

• Forecast and order music during the USAF budgeting cycle.

• May recruit additional musicians with approval and funding from NAF Chapel Tithes and Offerings Funds (CTOF).

• Bachelor's or Master's degree in Music (or equivalent experience in liturgical music).

• Proficient in reading, teaching, and performing sacred music.

• Ability to sight-read, read, and teach music.

• Accompanist ability on the organ (or keyboard) for liturgical settings.

• Ability to plan and select appropriate Catholic liturgical music.

• Proficiency in leading singing.

• Ability to recruit, organize, and lead a choir.

• Ability to work with other music leaders.

• Ability to operate sound systems.

• Familiarity with military protocol and communication with a diverse congregation.

• Professional dress required.

• Responsible for safeguarding government property.

• Obtain and display required identification and passes.

• Comply with JBLE traffic regulations; prohibited from possessing weapons on base.

• Complete VIRTUS training.

• Undergo and complete a National Agency Check Investigation (NACI), State Criminal History Repositories Check, and Installation Records Check.

• Contingent upon approval, expenses may be funded by the Chapel's Tithes and Offerings Fund.

• Performance evaluated annually by the Catholic Priest and/or Liturgy Committee based on quality, adherence to guidelines, and participation.

• Contract in effect for one year, with an option to renew for up to four additional years.

• May be terminated by Contract Officer or contractor with thirty (30) days' written notice, without cause.
