Statement of Work (SOW) / Performance Work Statement (PWS)

To provide leased latrine trailers and associated maintenance and cleaning services for the Temporary Human Performance Center (THPC) at Joint Base San Antonio (JBSA), Texas.

• Provide and maintain leased latrine trailers, including setup and removal.

• Trailers must be equipped with doors with inside locking capability, steps with grab bars, heating and air conditioning, a urinal, toilet, sink with hot/cold freshwater, mirror, toilet paper dispenser, paper towel dispenser, soap dispenser, paper seat cover dispenser, and trash can.

• Units must have sufficient freshwater and wastewater tank capacity for weekly usage of 30 persons.

• Trailers must be clean, in excellent condition, free of defects and graffiti, with separate male and female sections.

• Contractor is responsible for weekly cleaning, maintenance, repair, and replacement of trailers.

• Weekly cleaning includes emptying waste tanks, refilling freshwater tanks, cleaning interiors, restocking supplies, and replacing trash can liners.

• Restroom surfaces, fixtures, and floors must be cleaned and disinfected.

• Restrooms must be stocked with sufficient supplies.

• Maintenance and repair of trailers are included in the monthly lease price.

• Inoperable trailers must be replaced within 48 hours of requested repair; otherwise, the Government will not pay the monthly lease price.

• Contractor shall provide a written monthly schedule for maintenance and cleaning.

• Latrine trailers cleaned in accordance with the PWS: No more than 3 defects per month.

• Contractor performs maintenance and repair: No more than 2 defects per month.

• Inoperable trailers replaced within timelines: No more than 1 defect per month.

• Contractor submits schedules and provides service accordingly: No more than 1 defect per month.

• A Quality Control Plan (QCP) must be submitted as part of the proposal.

• Location: Joint Base San Antonio (JBSA), Texas at Lackland Chapman Training Annex (CTA) Temporary Human Performance Center (THPC).

• Services to be provided during specified hours: 7:30 a.m. to 4:15 p.m. Monday through Friday, except federal holidays.

• Contractor must obtain all necessary permits, licenses, and certifications.

• Compliance with applicable federal, DOD, Air Force, state, county, and local laws, codes, and regulations.

• Development and maintenance of a quality control program.

• Submission of a written spill plan.

• Contractor employees must obtain and display identification badges and undergo background checks.

• Contractor personnel must present a neat appearance and be easily recognized.

• Personnel performing electrical work must be qualified per NFPA 70/70E and NEC 2017; plumbing work requires Journeyman or Apprentice plumber certification.

• Compliance with OSHA Safety and Health Requirements.

• Compliance with environmental laws and SAWS regulations.
