- Heating and air conditioning (required year-round).
- Urinal, toilet, sink with hot/cold freshwater, mirror, and dispensers for toilet paper, paper towels, soap, and seat covers, plus a trash can.
- Sufficient freshwater and wastewater tank capacity for weekly usage by 30 persons.
- Clean, excellent condition, free of defects and graffiti, with separate male and female sections.
- Services include: Weekly cleaning (emptying waste, refilling fresh water, interior cleaning, restocking supplies), maintenance, and repair. Inoperable trailers must be replaced within 48 hours.

- Spill Plan: A written spill plan must be provided within 10 days of award.
