Evaluation

Award will be made to the responsible offeror whose quote is most advantageous to the Government, based on a Lowest Price Technically Acceptable (LPTA) approach. Quotes will be evaluated on:

  1. Price: Lowest total evaluated price (TEP), provided it is fair and reasonable.
  2. Technical Acceptability: Conformance to solicitation requirements and an "Acceptable" rating on the Technical Capability evaluation factor, meeting all specifications in the Minimum Requirements Document dated February 23, 2026.
