Opportunity Details
This is a Combined Synopsis/Solicitation (PSC-26-006-INL) for a U.S. citizen to serve as the Law Enforcement and Criminal Justice Programs Coordinator. The contract has a base period of twelve (12) months with four (4) optional one-year extensions. The Coordinator will be based at the U.S. Embassy in Hanoi, Vietnam, with frequent local travel and occasional regional/U.S. travel.
Scope of Work
The Coordinator will manage and implement INL's law enforcement and justice sector programs in Vietnam. Key responsibilities include:
- Serving as the primary coordinator for INL/EA's mission in Vietnam.
- Analyzing criminal justice policy and legislative developments in Vietnam.
- Managing all phases of program management, including strategy, budget, design, implementation, monitoring, and evaluation.
- Facilitating training and technical assistance for Vietnamese law enforcement, prosecutors, judges, and legal professionals.
- Coordinating acquisitions, procurements, and financial expenditures.
- Ensuring compliance with INL program management policies and procedures.
- Establishing and maintaining relationships with Vietnamese criminal justice officials, civil society, and other international donors.
- Supervising 2-3 local staff.
Minimum Qualifications
Applicants must be U.S. citizens with the ability to obtain and maintain a Department of State Secret level security clearance (potential for Top Secret). Required qualifications include:
- A Bachelor's degree from an accredited institution.
- A minimum of seven (7) years of professional experience in U.S. foreign assistance or the criminal justice sector.
- A minimum of three (3) years of supervisory and leadership experience in a multicultural environment.
Evaluation Factors (70 Points)
Candidates will be evaluated based on:
- Factor 1: Knowledge and Experience (35 points) - Demonstrated knowledge of U.S. foreign assistance management, foreign affairs, criminal justice systems, interagency coordination, and program/project management.
- Factor 2: Leadership and Management (20 points) - Ability to lead teams, make sound decisions, manage budgets, and track progress.
- Factor 3: Coordination and Interpersonal Skills (15 points) - Ability to coordinate effectively across organizations and collaborate with diverse stakeholders. An interview performance (30 points) and satisfactory professional reference checks (Pass/Fail) will also contribute to the final assessment.
