This solicitation is for the outfitting of one (1) 2026 Ford F-150 Law Enforcement Vehicle for the Bureau of Land Management (BLM) Northwest Oregon Office. The requirement is for a Firm Fixed Price Commercial Services Purchase Order.

The contractor will be responsible for outfitting the vehicle with specific parts and equipment, including but not limited to:

• USB charging ports
• Vehicle alarm system
• Window tinting
• LED light bar and emergency lights
• Radar unit mounts
• Cell phone booster
• Toolboxes and bumpers
• Line-X coating for bumpers and truck bed
• Power inverter
• Prisoner partition and seats
• GPS unit and computer stand
• Weapons mounts
• Radio and antenna installation
• Truck Vault
• Exterior badging and stripping
• Uninstalling and removing after-market items from the old vehicle.

All parts are to be "NAME BRAND OR EQUIVALENT". The exact placement and orientation of equipment will be at the discretion of the BLM and the outfitter.

• Contract Type: Firm Fixed Price Commercial Service Purchase Order.

• Period of Performance: May 1, 2026, to September 1, 2026.

• Delivery Date for New Vehicle: Approximately April 1, 2026.

• Quotations are to be submitted electronically via email to two addresses provided in the solicitation.

• Questions regarding the solicitation must be submitted in writing via email by a specified deadline.

• The quotation must be submitted in two parts: a non-price section and a price section.

• The non-price section will be evaluated based on "Relevant Experience" (requiring at least three projects of similar scope completed as a Prime Contractor within the last five years) and "Factor 1: Relevant Experience."

• The price section will be evaluated based on "Price" and "Factor 2: Price."

• Award will be made to the responsible firm whose quote is most advantageous to the Government, considering price and other factors, including past performance.

• The acquisition is listed as "UNRESTRICTED."

• North American Industry Classification Standard (NAICS) code is 811198.

• The solicitation includes numerous FAR clauses and Department of the Interior clauses covering various aspects such as environmental requirements, hazardous materials, green procurement, labor standards, payment, and contract administration.

• The government will deliver the new vehicle to the vendor. The old vehicle will also be delivered to the vendor.

• The latest Service Contract Act Wage Determination will be incorporated at the time of award.
