Evaluation
Award will follow a Two-Phase Design-Build to Budget approach:
- Phase One (RFQ): A qualifications-based competition to shortlist highly qualified offerors.
- Phase Two (RFP): Shortlisted offerors will receive a draft RFP, participate in one-on-one meetings to define scope within the budget, and then submit proposals. Evaluation will be conducted in accordance with FAR Part 15, with award based on a best value determination.
