This is a combined synopsis/solicitation for commercial items/services for Organizational Network Analysis (ONA) and Leadership Seminars. The acquisition is 100% set-aside for Total Small Business.

• Provide Organizational Network Analysis (ONA) and leadership seminars.

• Services and materials to be provided by the contractor, except for government-furnished items.

• Detailed requirements are specified in the Performance Work Statement (PWS) dated 15 January 2026.

• Contract type: Firm Fixed Price.

• Period of Performance: Tentatively 1 February 2026 to 31 January 2031 (base period) with four (4) one-year option periods.

• Estimated value: USD 15,000,000.00.

• NAICS Code: 611430, Size Standard: $15 Million.

• Proposal Preparation: Refer to FAR clauses 52.212-1 and 52.212-2.

• Submission Instructions: Quotes must be completed on the SF1449 and sent via email to the identified POCs.

• Key Deadlines:

  • Technical Questions Due: 26 January 2026, 10:00 AM CDT.
  • Offers Due: 30 January 2026, 10:00 AM CDT.

• Evaluation Criteria: Offers will be evaluated based on Price and Past Performance. The lowest priced offer with an acceptable Past Performance rating will be selected. If the lowest priced offer is unacceptable, the next lowest priced offer will be evaluated.

• 100% set-aside for Total Small Business. Offers from large businesses will not be considered.

• No site visit will be offered.

• Wage Determination (WD) # 2015-5117 Rev # 29 effective 2 December 2025 is incorporated as Attachment 2.

• Payment will be made via Wide Area WorkFlow (WAWF).

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for providing Organizational Network Analysis (ONA) and leadership seminars to the 314 Maintenance Group (MXG) at Little Rock Air Force Base (AFB). The goal is to address increases in safety mishaps and disciplinary concerns by assessing organizational dynamics and improving leadership and interpersonal skills.

• Organizational Network Analysis (ONA): Conduct a comprehensive ONA to measure internal working conditions, group dynamics, and individual well-being. This includes social influence, network centrality, and individual well-being measures, utilizing advanced statistical analysis and machine learning. The ONA will assess up to 300 personnel from the 314 MXG, ensuring anonymity and data quality.

• Reporting: Develop a comprehensive report with insights and analyses of informal communication and culture, including social network mapping and metrics understandable to laypersons. Reports must be compatible with Microsoft Office products.

• Leadership Seminars: Adapt or develop customized leadership training based on ONA findings. Deliver four seminars (three for NCOs, one for SNCOs) within 180 days of ONA completion, focusing on identified concerns and topics such as leadership, self-awareness, emotional intelligence, coaching, mental wellness, and creating disciplined organizational cultures. Seminars will incorporate ONA findings and be tailored to audience experience levels.

• ONA data collection and analysis must be provided to leadership before the first class.

• All program delivery timelines must adhere to the PWS.

• Seminars must be delivered within the specified period of performance.

• Contractor personnel must arrive on time for class days.

• Class curriculum must be provided for each course.

• Deliverables will be inspected by the government within 14 workdays of receipt.

• Period of Performance: One (1) Base Year of 12 months and four (4) 12-month option years from the date of award.

• Place of Performance: Little Rock AFB, AR.

• Nonpersonal Services Contract: The government will not exercise supervision or control over contractor personnel.

• Qualifications: Developers must have at least three years of experience in leadership training in a military environment. Facilitators must have at least one year of experience in military-specific leadership training and five or more years of leadership experience in military, law enforcement, or similar government positions.

• Security: Contractor personnel must comply with facility security requirements. Security clearances are not expected to be required.

• Government Furnished Property: The government will provide workspace, audiovisual equipment, and IT resources. The contractor will furnish all training materials.

• Quality Program: The Contractor's Quality Management System (QMS) must meet AS9100 standards.
