Scope of Work

Analysis of implications for Embassy policies and local staff employment practices.
Review of documents such as employment templates or internal guidelines.
Provision of written summaries of risks, legal interpretations, and suggested actions.
Proactive guidance on changes in Moroccan labor law.
Advice on Embassy responsibilities as an employer.
Response to questions involving employment disputes or administrative compliance matters. All services will be provided under task orders issued pursuant to the contract.

Contract Details

Contract Type: Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ).
Period of Performance: One-year base period with four one-year option periods.
Minimum Order: 20 hours.
Maximum Order (Base Year): 160 hours.

Submission & Evaluation

Submission Method: Electronically to rabatgsocontracts@state.gov. Proposals must be in English and not exceed 30MB.
Evaluation: Award will be made to the lowest priced, acceptable, responsible offeror. Evaluation will assess compliance with RFQ terms and technical information required in Section 3. Contractor responsibility will be analyzed based on FAR 9.1 requirements. The Department of State Legal Advisor will make the final determination regarding legal suitability.

Eligibility / Notes

Offerors must provide evidence of business operations in Morocco, tax compliance, and registration with CNSS.
Past performance and qualifications of legal personnel (including proficiency in French, Arabic, and English) are required.
Subcontracting and co-venturing are not permitted.
No pre-quotation conference is planned.
SAM registration is not strictly required, but offerors without active SAM registration must complete FAR 52.204-90.
