This Request for Quotations (RFQ) is for Legal Services for the U.S. Embassy Rabat, Morocco. • Services must be provided under task orders issued pursuant to this contract.

• Pricing: Local Currency (Moroccan Dirham - MAD). Value Added Tax (VAT) is 20% and will be priced as a separate line item.

• Evaluation: Award will be made to the lowest priced, acceptable, responsible offeror. Acceptability will be assessed by offeror's compliance with RFQ terms, including technical information. Responsibility will be analyzed based on FAR 9.1 requirements. The Department of State Legal Advisor will make the final determination regarding legal suitability.

• Subcontracting and Co-Venturing are not permitted.

• Offerors must operate an established business with a permanent address and telephone listing in Morocco.

• Specific business registration documents are required.

• SAM Registration: Offerors with active SAM registration need only provide their UEI. Offerors without active SAM registration must complete FAR 52.204-90.

• No pre-quotation conference is planned.

• The Embassy reserves the right to reject proposals that are unreasonably low or high in price.
