Scope of Work

The contractor will provide nationwide legal services, including:

  • Transition-In: Assuming operational responsibility for approximately 24,000 active cases from the incumbent contractor without service disruption.
  • Legal Orientations: Conducting virtual sessions to inform UAC of their rights and responsibilities within the immigration system.
  • Legal Consultations: Performing one-on-one assessments for immigration relief eligibility.
  • Direct Legal Representation: Providing legal representation for various immigration matters, such as T Visa, U Visa, VAWA, Adjustment of Status, Temporary Protected Status (TPS), Employment Authorization, Special Immigrant Juvenile Status (SIJS), and Asylum applications.
  • LSP Network Management: Managing a nationwide network of qualified Legal Service Providers (LSPs), including pro bono attorneys.
  • Data Management: Robust data collection, analysis, and reporting on services, outcomes, and pro bono efforts, accessible via dashboards and APIs.
  • Pro Bono Maximization: Actively promoting and utilizing pro bono services.
  • Transition-Out: Facilitating a seamless transfer of responsibilities, data, and knowledge to the incoming contractor or the Government.

Services must be culturally competent, trauma-informed, and ensure continuity of legal services, with interpretation and translation available as needed. Legal orientations and consultations must be conducted within 10 business days of notification.

Contract Details

  • Contract Type: Hybrid, with a preponderance of services on a Firm-Fixed Unit Price (FFUP) basis. Includes Firm-Fixed Price (FFP) and Time-and-Materials (T&M) CLINs for travel.
  • Period of Performance: One (1) year base period, four (4) one-year option periods, plus a potential six (6) month extension under FAR 52.217-8. Total potential period is five (5) years and six (6) months.
