This document outlines a Commercial Solutions Opening (CSO) by the U.S. Army Contracting Command – Redstone Arsenal (ACC-RSA) for the Letterkenny Army Depot (LEAD) Modernization. The CSO aims to acquire innovative commercial products, technologies, and services to modernize Army sustainment practices and capabilities, aligning with the Army's modernization strategy for 2030 and 2040. It seeks to leverage commercial advancements to enhance Army Aviation and Missile Command (AMCOM) capabilities and optimize the Defense Manufacturing Base.

The CSO is intended to procure innovative commercial products, technologies, and services, or adaptations of existing ones. This includes, but is not limited to, data analytics tools, common operating pictures, fleet decision-making tools, platform sensors, supply chain technology, maintenance and manufacturing tools, modern digital systems, workforce safety aids, and operational technology cybersecurity solutions. The focus is on solutions that speed up decision-making and improve materiel delivery to the soldier.

Contracts awarded under this CSO will be fixed-price, including fixed-price incentive contracts, and will be FAR-based under Part 12 (Acquisition of Commercial Products and Commercial Services). The period of performance for any solution brief or CSP is generally no greater than 12 months, unless otherwise specified in the Area of Interest (AoI).

The CSO process is competitive and may involve a multi-phased approach: Phase 1 (Solution Brief), Phase 2 (Presentation/Pitch, if applicable), and Phase 3 (Commercial Solution Proposal - CSP). Companies must be Original Equipment Manufacturers (OEM) or equivalent. Submissions must be unclassified. Evaluation criteria for Phase 1 include responsiveness, technical merit, and funding availability. Phase 2 and 3 evaluations will consider relevancy, technical merit, uniqueness, risk, and price.

Both traditional and non-traditional defense contractors are eligible. Foreign-Owned businesses may submit solutions independently or as part of a teaming arrangement with U.S.-Owned businesses.

This CSO is continuously open until October 01, 2026, with the possibility of extension. Areas of Interest (AoIs) will be published on www.sam.gov and may be added throughout the CSO's duration. This announcement is for a Warehouse Management System (WMS)/Area of Interest (Aol) under the ACC-Redstone Commercial Solutions Opening (CSO) W911N2-26-S-A001. The government seeks to solicit innovative solutions for a modernized WMS to upgrade the LEAD WMS. The term "innovative" includes new technologies, processes, or methods, or new applications of existing ones.

• Upgrade the existing LEAD WMS to a modernized delivery system.

• Accommodate a variety of bin sizes while maintaining current storage capacity (3,366-crate Unit Load and 2,112-bin Mini Load).

• Increase unit load weight capacity from 750 lbs to a minimum of 2,000 lbs.

• Ensure new Automated Storage & Retrieval System (ASRS) is compatible and interoperable with the existing ASRS in the adjacent building.

• Design must be space-efficient, fitting within the current facility footprint.

• Include modern controls and diagnostics with updated data cables and PLCs.

• New operational software must be fully developed, de-bugged, and at least as capable as the current SEER system.

• Integrate with Vantage and SAP products.

• Scope to cover material handling, conveyors, picking systems, and forklift integration.

• Incorporate safety features such as fall protection, emergency shut-offs, and clear egress routes.

• Maintainers should be able to ride vertical lifts with integrated safety controls.

• Meet or exceed applicable safety and occupational health standards.

• Incorporate a robust fire detection and suppression system for a high-density ASRS environment.

• Provide a full turnkey solution including decommissioning, removal, installation, and commissioning of the new system.

• Include a minimum of one year for training support.

• Outline a long-term sustainment and maintenance plan for at least 24 years, including spare parts, emergency repair, and comprehensive training.

• ACC-Redstone is not obligated to extend a request for proposal or make an award.

• Awards are subject to availability of funds and successful negotiations.

• This CSO Aol is not an authorization to begin performance and does not obligate the Government for any costs incurred by the Offeror.
