Scope of Work

For AoI 001 (Warehouse Management System), the Army seeks to upgrade the existing LEAD WMS to a modernized delivery system. Key requirements include:
- Accommodating various bin sizes while maintaining current storage capacity.
- Increasing unit load weight capacity from 750 lbs to a minimum of 2,000 lbs.
- Ensuring compatibility and interoperability with the existing Automated Storage & Retrieval System (ASRS) in an adjacent building.
- Space-efficient design within the current facility footprint.
- Modern controls, diagnostics, and updated data cables/PLCs.
- New operational software that is fully developed, de-bugged, and at least as capable as the current SEER system.
- Integration with Vantage and SAP products, and communication with the Army's Logistics Modernization Program (LMP) for inventory and labor management (the WMS will not replace LMP).
- Material handling, conveyors, picking systems, and forklift integration.
- Incorporating robust safety features and a fire detection/suppression system.
- Providing a full turnkey solution, including decommissioning, removal, installation, commissioning, and a minimum of one year of training support.
- Outlining a long-term sustainment and maintenance plan for at least 24 years.
Contract Details
Contracts awarded under this CSO will be FAR-based (Part 12), typically fixed-price, including fixed-price incentive contracts. The period of performance for solution briefs or Commercial Solution Proposals (CSPs) is generally no greater than 12 months. This CSO utilizes a streamlined acquisition process authorized by 10 U.S.C. § 3458 and DFARS Subpart 212.70.
Submission & Evaluation
The CSO process is competitive and may involve a multi-phased approach: Phase 1 (Solution Brief), Phase 2 (Presentation/Pitch), and Phase 3 (Commercial Solution Proposal - CSP). Evaluation criteria for Phase 1 include responsiveness, technical merit, and funding availability. Subsequent phases consider relevancy, technical merit, uniqueness, risk, and price. Eligibility
Both traditional and non-traditional defense contractors are eligible. Foreign-Owned businesses may submit independently or as part of a teaming arrangement with U.S.-Owned businesses. Companies must be registered in SAM.gov.
