Scope of Work
The contractor will provide Level II Armed Protective Security Officers for security services at FEMA facilities, including temporary and fixed locations, within declared disaster areas across Tennessee. Key duties include access/egress control, security screening, visitor processing, patrol and response, traffic control, and enforcing building rules. The requirement is for an initial five (5) officers, with the ability to scale up to 25 officers within 24 hours for immediate needs and within 24-48 hours for additional sites. Contractors are responsible for employee lodging.
Personnel Qualifications & Requirements
Officers must be U.S. Citizens, proficient in English, hold a high school diploma/GED, and have at least two years of security/police or military experience. They must possess active Federal/State/Local Firearms permits, State Security Officer Certification, CPR/First Aid/AED certification, and current firearms training. All personnel will undergo a Tier 2 (T2) background investigation for Moderate Risk positions and must comply with FEMA directives for identity verification and facility access. Contractors must provide standard uniforms and equipment, including firearms and ammunition.

Set-Aside & Eligibility
This acquisition is subject to a Disaster or Emergency Area Set-Aside for businesses residing or primarily doing business in the State of Tennessee. Offers from businesses outside Tennessee will not be considered. Offerors must be registered in SAM with an active Unique Entity ID (UEI). For offerors without prior federal experience, a Determination of Financial Responsibility form may be required.
Submission & Evaluation
